In the last days of 2025 and the beginning of the new year 2026, the "green channel" of Mong Cai (Quang Ninh, Vietnam) - Dong Hung (China) healthcare is continuously opened for emergency care for some patients in Mong Cai.
At 4:15 PM on January 2, 2026, in the area of Bac Luan 2 bridge, the two sides coordinated to open a "green channel" for ambulances to take Mr. Deng Shiyong (born in 1975) - a Chinese citizen - who suffered a spinal injury, out of the country to China for treatment.
Previously, at 7:15 am on December 31, 2025, ambulances were prioritized to take Ms. Song Lan (born in 1950) - a Chinese citizen - who had a brain infarction, out of the country through the border gate.
On the same day, at 10:30 am, functional forces on both sides continued to open a "green channel" for ambulances to take Ms. Le Thi Huong (born in 1962, residing in Mong Cai 1 ward, Quang Ninh province) who had a broken vertebrae to China for treatment.
On December 19, in the area of Bac Luan 2 bridge, Mong Cai International Border Gate Border Guard Station and Dong Hung Border Checkpoint coordinated humanitarian assistance for a Chinese citizen with serious health problems. At 6:30 am on the same day, the forces agreed to open a priority "green channel" for ambulances to promptly take Mr. Bi Mingxian (born in 1969, China - a patient diagnosed with brain tumor in the frontal and temporal regions - out of the country for intensive treatment.

According to Mr. Doan Ngoc Thuy - Director of Mong Cai Regional General Hospital - with severe cases, conditions in Mong Cai cannot handle them, if they are taken to Ha Long, it will also take about 2 hours, while taking them to Dong Hung hospital only takes about 15 minutes.
For severe cases, every minute is a golden time. Therefore, after diagnosing the patient's condition, we propose that functional agencies put them in the "green channel" to transfer to Dong Hung" - Dr. Thuy shared - "With the "green channel, procedures and processes across the border will be maximally shortened, bringing critically ill patients to a place for timely treatment, increasing life chances.
Also according to Mr. Thuy, the Mong Cai - Dong Hung health "green channel" was opened in 2020, but later due to the COVID-19 pandemic, the border gates temporarily closed, so the health "green channel" also did not operate.
In 2024, about 8 patients were prioritized to use the "green channel" to go to Dongxing for emergency treatment. In 2025, functional agencies of both sides opened the "green channel" for about 15 citizens of the two countries.
However, currently, ambulances of Mong Cai Regional General Hospital are only allowed to take patients to the diverticular line on Bac Luan bridge, so that from here patients can be transferred to ambulances from Dongxing, China.
According to information from the Quang Ninh Department of Health, the Department has submitted to competent units for consideration and coordination with relevant units from China to allow Vietnamese ambulances to move directly to China and vice versa, ensuring timely emergency care in emergency cases.
Opening a "green channel" for medical support between Vietnam and China for humanitarian purposes has helped quickly solve personal and community health issues, while promoting health and economic cooperation between Mong Cai (Vietnam) and Dongxing City (China), contributing to strengthening friendly relations and comprehensive cooperation between the two countries.
