According to the Hung Yen Provincial e-Portal, on the afternoon of September 8, Mr. Pham Van Nghiem - Vice Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to a report on the policy of establishing and building new public high schools in the province.
At the meeting, the Department of Education and Training reported on the survey results of the establishment and new construction of a number of public high schools to meet the learning needs of the people, in accordance with the planning of the network of educational institutions and the socio-economic development orientation of the province.
The survey content focuses on population, number of 9th grade students, student scale forecast, existing high school system, travel distance, enrollment needs, land fund, facilities and related conditions.
According to the proposal, the province is studying the establishment and construction of new public high schools in 6 areas including Nguyen Van Linh commune, Viet Tien commune, Luong Bang commune, Tra Ly ward, Le Quy Don commune and Tien Hai commune. These are areas with high population size, high number of 9th grade students and are forecast to continue to increase, while the capacity of existing high schools is still limited.
Delegates focused on clarifying the necessity, expected scale, ability to meet learning needs, suitability with school network planning; and at the same time reviewing land funds, facilities and investment resources. The development of high schools is proposed to be comprehensively assessed, suitable to population size and long-term orientation, avoiding spreading investment and wasting resources.
Concluding the meeting, Mr. Pham Van Nghiem requested the Department of Education and Training to urgently complete the overall report on the need to establish and build new high schools. The report needs to assess the current situation of the scale of schools, classes, high school students; the network of public and non-public schools; the number of junior high school graduates who need to study high school and the responsiveness of the high school system, continuing education and non-public educational institutions.
Based on the guidelines, orientations and legal bases, the Department of Education and Training is studying a plan to develop a high school network, striving to achieve a high school enrollment rate of about 95% by 2030.
In the immediate future, the education sector will continue to identify areas with urgent needs, propose a list of schools to be established and newly built. The school location must be suitable for planning, population, learning needs, transportation and land funds.
Mr. Pham Van Nghiem requested to implement in the direction of applying for a policy first, then developing a project to establish a school and invest in facilities. The Department of Agriculture and Environment coordinates in planning and land; the Department of Construction studies investment plans; the Department of Finance advises on resources; the Department of Home Affairs coordinates in organization and staffing; communes and wards determine locations, land funds and actual needs.
Units are required to urgently complete reports for the Provincial People's Committee to consider and report to competent authorities. High school investment needs to be in a synchronous, modern, and effective direction, suitable to actual conditions, avoiding spreading and fragmentation.
