1. Pensions and social insurance allowances increase by 8%
Pensions, social insurance allowances and monthly allowances are increased by 8% compared to the level enjoyed in June 2026.
For people retiring before January 1, 1995, if after the increase the benefit level is still low:
Under or equal to 3.5 million VND/month: an additional 300,000 VND/month is added.
From over 3.5 million to under 3.8 million VND/month: increased to 3.8 million VND/month.
Survivorship benefits and service allowances are also calculated according to the new base salary level.
2. Monthly support for village and residential group health workers
Village and residential group health workers and village and hamlet midwives are entitled to monthly support:
0.7 times the base salary level if working in a densely populated area or a difficult area.
0.5 times the base salary for the remaining areas.
Localities can provide higher support but not lower than the prescribed level.
At the same time, the base salary will increase from 2.34 million to 2.53 million VND/month from July 1, 2026.
3. Women who have 2 children before the age of 35 are supported
Women who have 2 children before the age of 35 are supported with at least 2 million VND.
In addition, this support level also applies to:
Ethnic minority women are very few.
Women in the locality have low birth rates.
Some other new points:
Female workers giving birth to their second child are entitled to 7 months of maternity leave.
Male workers are entitled to 10 working days off when their wives give birth (meeting social insurance conditions).
Support for prenatal screening (maximum 900,000 VND) and newborn screening (maximum 600,000 VND).
From January 1, 2027, the policy applies to all pregnant women and newborns.
4. Regulations on the list of 103 congenital diseases to be screened
New Circular encourages screening:
70 prenatal congenital diseases.
33 congenital diseases in infants.
The list will be reviewed and updated periodically by the Ministry of Health.
5. The 2025 Law on Disease Prevention officially takes effect
The law shifts the focus from treating diseases to proactively preventing diseases, with the people at the center.
Some main contents:
Expanding regulations on preventing infectious diseases, non-communicable diseases and mental disorders.
Strengthen disease surveillance, vaccination and quarantine.
The State supports tuition and living expenses for postgraduate students in preventive medicine.
6. Supplementing regulations on compensation when complications occur after vaccination
Participants in the compulsory immunization program will be compensated by the State if they encounter serious adverse events.
People with disabilities are compensated 30 times the base salary.
In case of death, funeral expenses are supported and 100 million VND is used to compensate for mental damage.
Medical examination and treatment costs due to accidents are also reimbursed if health insurance has not been paid.
7. Decentralization of the issuance of GACP pharmaceutical certificates
From July 1, 2026, provincial-level People's Committees are assigned authority to:
Evaluating medicinal herbs to meet GACP standards.
Issuing, re-issuing and revoking GACP Certificates.
This helps shorten the processing time of dossiers in the locality.
8. New regulations on free drug support programs
From July 10, 2026, the free drug support program must ensure:
The drug is legally circulated.
No money or commercial conditions attached.
Does not affect the doctor's treatment decision.
Patients participate completely voluntarily.
The health insurance fund does not pay for the medicine that has been supported free of charge.
9. HPV is included in the compulsory immunization program
From July 1, 2026, HPV vaccine will be added to the Expanded Program on Immunization, along with diseases such as hepatitis B, tuberculosis, measles, rubella, polio...
The Circular also stipulates the management of vaccination subjects, post-vaccination compensation and post-vaccination adverse reaction handling.
10. 137 cases are allowed to reveal fetal gender
The new circular allows revelation of fetal gender in 137 cases to serve the diagnosis and treatment of genetic diseases related to gender.
The disclosure is only carried out for medical purposes, not for fetal sex selection.
