On September 19, Bien Hoa Central Psychiatric Forensic Institute (Dong Nai City) just announced the refund of the difference in drug costs for inpatient service patients (2nd time).
Accordingly, based on the Ministry of Health's notice on the inspection conclusion of the work of preventing and combating corruption, negativity and financial revenue and expenditure at the Bien Hoa Central Institute of Forensic Psychiatry; based on the results of reviewing and comparing financial data between the amount of drugs collected (in the form of contract) and the actual drug costs used by patients, the Bien Hoa Central Institute of Forensic Psychiatry announces that the beneficiaries of payment are cases of patients receiving inpatient service treatment at the Institute in the period from January 1, 2016 to December 31, 2021.
According to the review conclusion of the Ministry of Health's inspection team, the amount of drugs the Institute collected was higher than the actual drug costs used. The Institute will proceed to refund this difference to patients or their relatives.
Previously, in July 2026, the Bien Hoa Central Institute of Forensic Psychiatry also announced the refund of the difference in drug costs for inpatient service patients. The detailed list attached to this announcement includes nearly 1,300 patients who were refunded drug costs, totaling more than 845 million VND.
On September 15, the Dong Nai City People's Court sentenced 42 defendants in the case that occurred at the Bien Hoa Central Forensic Psychiatric Institute (Dong Nai City) and the Tay Nguyen Regional Forensic Psychiatric Center.
The defendants are being tried for the crimes of: receiving bribes, giving bribes, brokering bribes and abusing positions and powers while performing official duties.
Defendant Bui The Hung (64 years old) - former Director of the Bien Hoa Central Institute of Forensic Psychiatry - was sentenced to 19 years and 6 months in prison for the crimes of: receiving bribes, brokering bribes and abusing positions and powers while performing official duties.
Defendant Le Van Hung (54 years old) - former Director of the Bien Hoa Central Psychiatric Forensic Institute - was sentenced to 18 years in prison for the crime of receiving bribes.
Defendant Tran Van Thanh (60 years old) - former Director of the Central Highlands Regional Forensic Psychiatric Center - was sentenced to 4 years in prison for the same crime of receiving bribes...
The indictment determined that from January 2016 to June 2024, defendants Bui The Hung, Le Van Hung, Tran Van Thanh and accomplices issued 26 psychiatric examination conclusions, 3 false medical records, transferred treatment to 1 subject for compulsory treatment of diseases not in accordance with regulations with bribes given and received depending on each defendant from 20 million VND to 700 million VND.
