Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions in protecting, caring for and improving people's health with the goals of developing the Vietnamese health system by 2030, with a vision to 2045, has just been issued.
Minister of Health Dao Hong Lan said that the medical staff is always the center of the health care system. Speaking of the medical industry, it means people who are dedicated, good at their profession and have a lot of medical ethics. The Party, State and Government have repeatedly affirmed that investment in health is investment for development. Therefore, Resolution 72-NQ/TW has proposed a series of "breakthrough" solutions on human resource development, medical ethics training and especially treatment policies for medical staff.
In the coming time, the Ministry of Health will focus on three major groups of solutions:
Firstly, in terms of human resource training and development, a number of high-quality health training facilities will be invested in at the same level as the region; at the same time, expanding tuition support policies and scholarships for medical students, especially those who are committed to serving at the grassroots level, in disadvantaged areas, border areas, and islands. The consistent viewpoint is to develop medical human resources synchronously in terms of quantity, quality, structure, focusing on preventive medicine and primary health care.
Second, regarding treatment policies, the Resolution identifies the medical profession as a special profession, which needs to be trained, used and treated separately. Doctors, preventive medicine doctors, and pharmacists are paid from the second level of the professional title. Special and outstanding incentive policies will apply to medical staff directly working in the profession at commune-level health stations and preventive medicine facilities. The minimum preferential allowance of 70% for people directly working in the profession is increased to 100% for ethnic minority areas, mountainous areas, areas with special difficulties, border areas, islands and specific areas such as psychiatry, forensics, emergency resuscitation, pathology... This is considered an important boost to help the medical team feel secure in long-term commitment.
Third, regarding the practical environment and ethics, the Ministry of Health will continue to improve professional ethics standards; strengthen medical ethics education, law and communication skills in training; improve the spirit of self-training, rectify negativity and strictly handle acts of abuse of medical staff. At the same time, focus on improving the working environment, ensuring safety, reducing pressure, linking responsibility with service quality, meeting the satisfaction of patients and staff.
The Ministry of Health will closely coordinate with ministries and branches to institutionalize and quickly implement outstanding incentive policies in training, use and protection of medical staff. These solutions are expected to strongly attract, improve the quality of medical human resources, contribute to building a modern, humane healthcare system, where doctors are respected and trusted by society.
