According to the draft, adjusting the price of domestic waste collection, transportation and treatment services is necessary, because the current fee does not fully cover actual costs. The level of garbage collection will be gradually adjusted to increase in the next 2 years, with the highest level reaching 43,000 VND/person/month from 2026. The fee increase is expected to ensure financial balance, promote a modern waste treatment model, reduce pollution, and build a green - clean - beautiful capital.
A representative of the Hanoi Department of Finance said that in 2024, the total revenue of garbage tolls in Hanoi will only reach nearly 568 billion VND, while the actual cost will reach nearly 2,300 billion VND, 4 times the revenue. Over the years, the Hanoi budget has had to make up for this huge difference.
Currently, the cleaning fee collection rate of Hanoi City is also lower than many localities with similar conditions such as Ho Chi Minh City (84,000 VND/household/month), Hai Phong (40,000 VND/household), Hung Yen (60,000 VND/household in wards and 40,000 VND/household in communes), Da Nang (30,000 VND/household).
Hanoi affirmed that the fee adjustment is not only to reduce the budget burden but also to encourage people to limit waste generation and raise awareness of waste classification. The price increase roadmap also helps the city move towards the mechanism of "paying according to the amount of waste" according to the law.
Currently, Hanoi is applying the domestic waste collection fee according to Decision 54 dated December 31, 2016, with 6,000 VND/person/month in wards (equivalent to 24,000 VND/household of 4 people) and 3,000 VND/person/month in communes (12,000 VND/household).
According to the new draft, from 2025, the fee in wards will increase to VND21,000/person/month; by 2026, it will be VND43,000/person/month. In the commune area, the collection rate is expected to increase to VND 10,000/person/month in 2025, and VND 23,000/person/month from 2026.
For agencies, organizations, production, business, service establishments, concentrated production areas and industrial clusters, the price is calculated based on the actual amount of waste generated, at 1,175 VND/kg.
Thus, if this proposal is applied, the price of garbage collection in Hanoi will be 7 times higher than at present.
