From 2026, the salary regime for medical staff will have a notable adjustment. According to new regulations, doctors who have just graduated and are recruited into public health facilities will be ranked from the 2nd level of the corresponding professional title.
Based on Article 3 of Resolution 261/2025/QH15, medical doctors, traditional medicine doctors, dentists, preventive medicine doctors and pharmacists when recruited will be ranked for starting salary from level 2, until there are new regulations on salaries.
According to current regulations, the salary level of cadres, civil servants, and public employees is calculated according to the formula:
Salary = Base salary × Salary coefficient.
Currently, the base salary is 2,340,000 VND/month, according to the provisions of Decree 73/2024/ND-CP of the Government.
With the grade 2 salary coefficient of a doctor being 2.67, the starting salary of a newly graduated doctor is calculated as follows:
2. 340,000 VND × 2.67 = 6,257,800,000 VND/month.
Thus, the basic salary of newly graduated doctors from 2026 is about 6.25 million VND/month, excluding allowances.
In addition to salaries, many groups of medical staff also enjoy professional preferential allowances. According to Resolution 261/2025/QH15, people who regularly and directly practice medical expertise in fields such as psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, and pathology are entitled to professional preferential allowances at a rate of 100%.
For medical staff working at commune-level health stations or preventive health facilities, professional preferential allowances are also applied at a high level. Specifically, the 100% level is applied to ethnic minority areas, mountainous areas, socio-economically difficult areas, especially difficult areas, border areas, and islands. The remaining cases are entitled to at least 70%.
