From July 1, the Government is expected to increase the base salary by about 8%, raising the salary of cadres, civil servants, and public employees from 2.34 million VND to nearly 2.53 million VND/month.

At the meeting with voters with candidates for the 16th National Assembly held on March 9, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra informed and exchanged with voters about the salary reform roadmap that voters are interested in.

The Deputy Prime Minister said that from July 1, 2026, the Government is expected to temporarily adjust the base salary level to increase by about 8%. Pensions, allowances for people with meritorious services, social protection allowances and social pension allowances will also be adjusted to increase correspondingly.

The current base salary is 2.34 million VND/month. With the expected increase of 8% as mentioned above, the base salary will reach 2.527 million VND per month (an additional increase of 187,200 VND per month).

This is the salary level applied to cadres, civil servants, public employees (CBCCVC) and armed forces receiving salaries from the state budget, and is also the basis for determining many regimes and policies in the public sector.

The base salary is the basis for calculating salaries of CBCCVC and armed forces according to the formula: salary = base salary multiplied by (x) salary coefficient. This is also the basis for determining many allowances in the public sector such as position allowances, regional allowances, seniority allowances and other policy regimes.

When the base salary increases, the salaries of CBCCVC and armed forces also increase according to the salary coefficient. Many allowances in the public sector such as position allowances, regional allowances, seniority allowances and some related policies are also adjusted accordingly.

Pensions, allowances for people with meritorious services, social protection allowances and social pension allowances will also be adjusted when the State increases the base salary and related allowance standards. The specific increase of each group will be regulated by the Government in the plan to adjust pensions and allowances.

Some social insurance regimes calculated directly according to the base salary also increase accordingly. One-time maternity allowance for female employees who give birth or employees who adopt children under 6 months old is equal to two times the base salary at the month of birth or adoption. If the base salary increases to 2.527 million VND, this allowance will increase from 4.68 million VND to about 5.054 million VND per child.

Funeral allowance equal to 10 times the base salary will also increase from 23.4 million VND to about 25.27 million VND. Monthly survivor's allowance for relatives of deceased workers equals 50% of the base salary, equivalent to more than 1.26 million VND per month; in case relatives do not have direct caregivers, they will receive 70% of the base salary, about 1.77 million VND per month.

Currently, there are 4 main groups of subjects applying the base salary and salary coefficient, including:

- Cadres and civil servants working from commune to central levels.

- People working in Party/State units, in socio-political organizations/public non-business units and working under contract.

- People who are officers, non-commissioned officers, People's Army/professional People's Police, soldiers serving for a limited term.

- People performing specialized tasks at grassroots levels such as commune/village, in residential groups/wards/towns...

According to regulations, the base salary level is the salary level applied to CBCCVC, salary and allowance beneficiaries and employees working in agencies, organizations, and non-business units of the Party, State, socio-political organizations, and associations supported by the State budget for operating expenses and armed forces.

The base salary is usually adjusted annually to ensure fairness and reflect the socio-economic situation.

Below are the expected salaries for civil servants of type A1 and public employees of type A1 when the base salary increases by 8%:
