The Hanoi People's Committee has just issued Plan 321/KH-UBND to implement a policy to support voluntary social insurance and health insurance contributions for disadvantaged groups, on the basis of updating the City's multidimensional poverty standards and the goal of expanding social security coverage.
According to the plan, beneficiary groups include poor households, near-poor households, households that have escaped poverty or near-poor households according to multidimensional standards; elderly people from 70 to under 75 years old who are not eligible for compulsory health insurance; people with mild disabilities; ethnic minorities who do not have health insurance cards; students in difficult circumstances; and agricultural, forestry and fishery households with an average living standard according to the City's standards.
In addition to the support levels according to Decree 159/2025/ND-CP, Hanoi has added a policy to support voluntary social insurance contributions at a higher rate, in which poor households are supported with an additional 50% of the contribution level, near-poor households are supported with an additional 60%, and some other subjects are supported with an additional 10% according to regulations. The increase in support level aims to reduce the financial burden on people, encourage them to participate in social insurance to build a stable and sustainable social security foundation.
Notably, from 2026, the City will support 100% of the health insurance contribution level for members of poor or near-poor households that have been recognized as escapeing poverty and near-poor, with a support period of 36 months from the time of recognition.
The city also pays the full health insurance premium for the elderly from 70 to under 75, people with mild disabilities and ethnic minorities who do not have a health insurance card, helping vulnerable groups access timely and comprehensive health services. In addition, agricultural, forestry and fishery households with an average livelihood are supported with an additional 30% of the health insurance contribution level, creating conditions for workers with unstable incomes to maintain insurance participation and reduce risks when needing health care.
Hanoi Social Insurance is assigned to coordinate with departments, branches and local authorities to guide and resolve problems in the implementation process, while promoting models of mobilization and supporting the development of social insurance and health insurance participants. The city requires grassroots units to provide clear and transparent information on processes and procedures to make it easier for people to access policies, contributing to ensuring rights and improving the effectiveness of social security policies.
