Keeping this the same so as not to affect the needs of medical examination, treatment, disease prevention and social security... of the people.
Build the Provincial General Hospital to specialize and develop the geriatrics department in the Hospital to meet the practical requirements of medical examination and treatment for the people.
For the Provincial Center for Health Care Protection for Cadres, it is proposed to merge into the Provincial General Hospital according to 2 options. Option 1: Establish the Provincial Center for Health Care Protection of Cadres as a public service unit under the Provincial General Hospital. Option 2: Establishment of the Department of Health Care Protection for Cadres under the Provincial General Hospital.
For public service units such as medical centers/hospitals (old district routes): Maintain Loc Ha General Hospital and Ky Anh Town General Hospital. Change the name of Ky Anh Town General Hospital to Ha Tinh Southern Regional General Hospital. Change the name of Loc Ha General Hospital to Loc Ha Regional General Hospital.
For 11 multi-functional medical centers: Ky Anh, Cam Xuyen, Thanh Sen, Thach Ha, Can Loc, Hong Linh, Nghi Xuan, Duc Tho, Huong Son, Vu Quang and Huong Khe, it is proposed to arrange and reorganize them into 11 regional general hospitals, and at the same time transfer the functions, tasks, human resources, medical equipment in the field of preventive medicine and population to health stations.
The reason is that the provincial-level preventive health sector has a provincial Center for Disease Control and a commune-level health station. If health centers continue to carry out professional tasks in the field of preventive medicine, the functions and tasks of the Provincial Center for Disease Control will overlap.
In addition, according to Resolution No. 72, September 9, 2025 of the Politburo, by 2027, there must be 4-5 doctors/health stations. With that regulation, Ha Tinh health stations still lack 108 doctors, while recruiting doctors to work at health stations is very difficult. The transfer of functions, tasks, human resources, medical equipment in the field of preventive medicine and population to health stations will increase from 35 to 45 doctors from health centers to health stations.
Dissolve Hoanh Son Medical Center (a 2-functional medical center) to transfer functions, tasks, human resources, and medical equipment to the health station.
Establish 69 Health Stations according to commune-level management units on the basis of the current 209 Health Stations and supplement the functions, tasks, human resources, medical equipment in the field of preventive medicine and population of health centers.
Health stations are public service units under the People's Committees at the commune level and have health stations to meet the needs of disease prevention, primary health care, medical examination and treatment for people in the area.
However, according to the Ha Tinh Department of Health, because the Ministry of Health has not yet issued a circular regulating the functions, tasks, powers and organizational structure of the Health Stations, in the immediate future, the Department of Health proposes to keep the model, when the Ministry of Health issues a circular guiding the Department of Health to continue advising and implementing the merger of Health Stations.
