The opinions in the document highlighted three core points: Ensuring consistency and strict logistics from viewpoints, goals to directions, tasks and solutions; Comprehensive and objective assessment of achievements and limitations; Proposing new development orientations with 4 breakthrough pillars: science - technology and innovation; extensive international integration; developing the private economy to become an important driving force; innovating in law-making and enforcement, improving the effectiveness and efficiency of state management.
Regarding the comments on the draft political report, Mr. Nguyen Thai Hoc said, on the theme and motto of the Congress: The consensus opinions on the assessment of the document theme have demonstrated the aspiration, will, and strategic vision of the entire Party and people. However, there are opinions suggesting concise, concise statements, increasing the effectiveness of the Congress; adding the phrase "all Party, all People, all Army" to emphasize comprehensiveness; highlighting the spirit of "self-reliance, self-strengthening"; adding the phrase "Responsibility" to the Congress motto to affirm determination to act.
Regarding the assessment of the results of the implementation of the Resolution of the 13th National Party Congress: The opinions were highly unanimous, affirming that the document fully reflected the achievements in the fields of economy, politics, national defense - security, foreign affairs, Party building and the political system. In particular, it emphasized the strong changes in the work of building and rectifying the Party and fighting against corruption, waste and negativity, creating trust among the people.
In addition, many opinions suggested adding a clearer assessment of the complex international context, negative impacts from pandemics, geopolitical conflicts, climate change, population aging and rapid development of science and technology. It is necessary to emphasize multilateral diplomatic achievements, vaccine diplomacy, and further highlight Vietnam's role in the international arena.
Many opinions suggested that it is necessary to assess more deeply the limitations and shortcomings such as: slow institutional reform, unsynchronized decentralization; the mentality of pushing, avoiding, and fearing responsibility of the staff; unsustainable growth quality; low labor productivity; education and health care still have many shortcomings; cadre work has not met requirements. The subjective cause is the main reason, especially the responsibility of the competent authority to manage and use cadres.
Regarding lessons learned: opinions suggested emphasizing the task of maintaining political and social stability as a prerequisite; steadfastly implementing the principles of organization and operation of the Party; strengthening inspection and supervision; promoting the role of setting an example and responsibility of leaders, especially the leader.
Regarding viewpoints and development goals: Opinions agreed with the set goals, and at the same time proposed to emphasize the forecast of the world situation, identify new challenges such as artificial intelligence, climate change, non-traditional security, and the risk of falling behind. It is necessary to strongly affirm the role of the private economy as an important driving force; the law as a tool for management, control and development creation; promote the central role of education - training, science - technology, and innovation in the new period.
Regarding the development orientation for the period 2026 - 2030: Many opinions suggested emphasizing the need to perfect the socialist-oriented market economic institution; innovate the growth model, restructure the economy; develop culture and people; build a modern, integrated education; promote science - technology, innovation, digital transformation; ensure social security; manage and protect resources, respond to climate change; strengthen national defense - security; expand foreign affairs, international integration; promote democracy and great national unity; build a socialist rule-of-law state; continue to build and rectify the Party; clearly identify key tasks and strategic breakthroughs.
Regarding the comments on the draft report summarizing 40 years of innovation, opinions highly appreciated the report, considering this a document of profound theoretical and practical significance, affirming that 40 years of innovation is an important historical journey, bringing the country through the crisis, from a poor, underdeveloped country to a middle-income country, increasingly deep international integration, and constantly improving its position and international prestige.
Regarding the orientation for the coming period, opinions suggested that it is necessary to analyze and deepen the 5 main breakthrough axes: institutional improvement; education - training development; promoting science - technology, innovation, digital transformation; developing synchronous and modern infrastructure; building a high-quality workforce.
Regarding the comments on the draft report on 15 years of implementing the Party Charter, Mr. Nguyen Thai Hoc said that the opinions agreed to assess the work of disseminating and implementing the Party Charter as having achieved many positive results, contributing to strengthening solidarity, improving the Party's leadership capacity and fighting strength.
Most of the comments agreed not to amend the Party Charter at the 14th National Party Congress; assigned the 14th Central Executive Committee to continue researching, summarizing, and proposing to supplement and amend the Party Charter at an appropriate time.
