According to Quang Ninh Provincial People's Committee, the investment in developing the new provincial General Hospital stems from the practical requirements of the Quang Ninh provincial health system in the new period.
According to the Quang Ninh Provincial Plan for the period 2021-2030, vision to 2050, Quang Ninh orients the development of a modern, synchronous health system, improving the quality of medical examination and treatment services, strengthening specialized medical capacity, meeting the health care needs of people and tourists.
At the same time, the province aims to continue to maintain its position as a locality with leading medical service quality in the country. This requires the Provincial General Hospital to be invested commensurately to fulfill its role as a final-line hospital of the province and a specialized center of the Northeast region.
To implement the project, the Chairman of Quang Ninh Provincial People's Committee assigned the Department of Health to preside over and coordinate with the Department of Finance and the Department of Construction to complete the dossier to report to the Standing Committee of the Provincial People's Committee Party Committee to report to the Standing Committee of the Provincial Party Committee, the Provincial National Assembly Delegation and competent authorities for consideration. In which, focus on the following contents: accelerating the progress of investment and construction of the Provincial General Hospital new facility in Hoanh Bo ward and the project to upgrade and renovate Quang Ninh Provincial General Hospital (main facility) in Hong Gai ward.
The Department of Health presides over and coordinates with the Department of Finance and relevant agencies to advise the Provincial People's Committee to issue detailed project implementation plans; clearly define the content of work, implementation progress, output products, presiding agency, coordinating agency and responsibilities of each collective and individual.
This must be completed before July 30, 2026.
Quang Ninh Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant agencies to advise on a plan to balance and allocate capital sources in the Medium-term Public Investment Plan for the period 2026 - 2030; research and propose a plan to mobilize legal capital sources.
The Investment and Construction Project Management Board of Area I coordinates with relevant units to study a synchronous planning plan, clearly define the investment phase, and ensure that the Provincial General Hospital develops according to the model of a special or equivalent general hospital. At the same time, preside over and coordinate with the People's Committee of Hoanh Bo ward to soon carry out site clearance procedures, no later than the fourth quarter of 2026.
