According to the Project on transporting students to school by free electric bus, in the 2026-2027 school year, Quang Ninh province will deploy transporting students to school by electric bus in the wards: Ha Long, Hong Gai and Ha Tu, belonging to the old Ha Long City.
It is expected to organize 6 electric bus routes connecting residential areas, pick-up and drop-off points with schools or school clusters.
In the first phase, about 50 30-seat electric buses will be arranged, serving about 2,151/2,596 students, meeting about 82.5% of the demand according to survey results.
In case of increased demand, based on the implementation results, resource balance capacity and decisions of competent authorities, the number of vehicles may be considered for increase, but not exceeding 100 vehicles.
Operating activities are organized in accordance with the study time of each educational institution; ensuring full conditions on vehicles, drivers, service staff, pick-up and drop-off points for students, fire prevention and fighting, security, order and traffic safety.
The project also applies digital technology in student management, attendance, vehicle journey monitoring and information connection between operating units, schools and parents, ensuring that student pick-up and delivery are carried out strictly, safely, publicly and transparently.
Currently, Quang Ninh Provincial People's Committee is developing a Resolution of the Provincial People's Council stipulating policies to support the implementation of the Project according to simplified procedures.
The draft policy focuses on two main groups of contents, including: supporting the operating costs of electric buses to serve student transportation in the 2026-2027 school year and supporting part of the loan interest rate for vehicle investment for businesses participating in the Project.
