Ms. Vu Nu Anh, Deputy Director of the Department of Health Insurance, Ministry of Health said: Currently, the draft amending and supplementing a number of articles of the Law on Health Insurance has many regulations to create favorable conditions for patients in the process of transferring medical examination and treatment facilities.
For example, in case a health insurance participant goes on a business trip, studies, works on the move or resides temporarily for less than 12 months in another locality, he/she will be examined and treated at a medical examination and treatment facility in that locality equivalent to the level of the initial medical examination and treatment facility recorded on the health insurance card.
In case that locality does not have an equivalent medical facility, the health insurance participant can choose another medical examination and treatment facility that organizes initial health insurance medical examination and treatment.
Health insurance participants are entitled to 100% of the benefits when examining and treating at basic or specialized medical examination and treatment facilities in cases of definitive diagnosis and treatment of certain rare diseases, serious diseases, diseases requiring surgery or using advanced techniques without requiring a referral letter....
However, there are currently no regulations on changing fees and payment levels for patients to ensure that health insurance patients have access to medical services with similar and fair benefits among target groups.
Patient D.T.D (Son Tay - Hanoi) said that she has thrombocytosis and every year has to go through the procedure of transferring from Son Tay General Hospital to the Central Hematology and Blood Transfusion Hospital. According to Ms. D, this is very difficult for people with the same disease as her. What Ms. D is concerned about is whether by 2025, people with the same disease as Ms. D will still have to go through the procedure of transferring to another hospital?
Regarding this issue, Ms. Vu Nu Anh replied: Currently, in the draft Law on Health Insurance, health insurance participants are entitled to 100% of the benefits when examining and treating at basic or specialized medical examination and treatment facilities in cases of confirmed diagnosis and treatment of certain rare diseases, serious diseases, diseases requiring surgery or using advanced techniques. The Minister of Health will have specific regulations on the list of medical examination and treatment at basic and specialized levels without a referral letter.
