Nghe An - The local Department of Health has inspected and fined Nghe An Medical General Clinic many times before 10 defendants at this facility were prosecuted.

On July 25, the Nghe An Department of Health informed about the management of Nghe An Medical General Clinic (address No. 72 Le Loi street, Thanh Vinh ward) - a place that has just been investigated by the Provincial Police for customer fraud.

According to the Nghe An Department of Health, the clinic was licensed to operate medical examination and treatment in September 2024. By November 2024, the Department of Health established an inspection team to inspect the compliance with legal regulations in medical examination and treatment and aesthetic services at this facility.

Through inspection, functional agencies discovered that the clinic did not report changes in practitioners and perform medical examination and treatment services beyond the licensed professional scope.

The Inspectorate of Nghe An Department of Health then fined the clinic a total amount of 86 million VND; revoked the right to use the operating license for 2 months and revoked the right to use the practicing certificate of the person in charge of professional matters for 1 month.

The Department of Health also requested Vinh City People's Committee at that time to direct relevant units to supervise the compliance with the suspension decision and handle if the clinic still operates during the time of revocation of the license.

After the clinic resumed operation, the Nghe An health sector continued to inspect based on people's feedback. In 2025, the Department of Health established a team to verify and inspect records, work with relevant parties and continue to fine this facility 8.7 million VND for violations.

By 2026, Nghe An Medical General Clinic will continue to be included in the inspection and post-inspection plan. The Department of Health has provided dossiers and documents at the request of the Economic Police Department of Nghe An Provincial Police to serve the investigation.

Previously, the Investigation Police Agency of Nghe An Provincial Police initiated a case and prosecuted 10 defendants for the crime of "Deceiving customers" under Clause 2, Article 198 of the Penal Code.

According to initial investigation results, the group of subjects is accused of using the trick of "drawing diseases", exaggerating their health status, creating panic and forcing patients to choose treatment packages with costs many times higher than their actual value.

Initially, the investigating agency determined that thousands of people came to the clinic for examination and treatment with a total payment amount of up to tens of billions of VND.

Nghe An Department of Health recommends that people only choose licensed medical examination and treatment facilities; carefully understand treatment methods, costs, benefits and risks before using services.

People also need to be wary of advertisements that use phrases such as "complete treatment", "complete cure", "100% effective commitment" or "no surgery required".

Nghe An Department of Health said it will continue to strengthen inspection, examination, post-inspection and strictly handle acts of practicing without a license, operating beyond professional scope, false advertising or unreasonable fees.

On the same day, the Department of Medical Examination and Treatment Management, Ministry of Health requested the Nghe An Department of Health to coordinate with law enforcement agencies to review, inspect and strictly handle violations, and report the results to the Ministry of Health before July 27, 2026.
