Clinic pumps soy milk into patients to fake infection: Ministry of Health requests strict handling

The Department of Medical Examination and Treatment Management requests strict handling of the case of a clinic in Nghe An pumping soy milk into the patient's urethra to fake infection and deceive them into paying high prices for treatment.

The Department of Medical Examination and Treatment Management, Ministry of Health has just sent an urgent official dispatch to the Nghe An Provincial Department of Health on reviewing and inspecting medical examination and treatment facilities in the area.

Accordingly, the Department of Medical Examination and Treatment Management (Department of Medical Examination and Treatment Management) received information reflecting that Nghe An Medical General Clinic "Puts soy milk into the patient's urethra to fake infection, deceiving high-priced treatment".

After considering the reflected content, the Department of QLKCB requested the Nghe An Provincial Department of Health to coordinate with law enforcement agencies to review, inspect and strictly handle violations (if any) according to current law.

At the same time, promote and strengthen the inspection of medical examination and treatment activities at medical facilities in the area.

The Ministry of Health also requested the Department of Health to send a written report to the Ministry of Health through the Department of Medical Examination and Treatment Management before July 27, 2026.

Previously, as Lao Dong Newspaper reported, on July 23, Nghe An Provincial Police said that the Investigation Police Agency had initiated a case and prosecuted 10 defendants for the crime of "Deceiving customers", as stipulated in Clause 2, Article 196 of the Penal Code.

According to initial investigation results, around September 2024, a group of people led by Ta Thi Cam Van established Nghe An Medical General Clinic at No. 72 Le Loi Street, Thanh Vinh Ward, Nghe An Province. The legal entity operating is Nghe An Medical Co., Ltd.

After the clinic went into operation, this group recruited a number of doctors and medical staff, and was also accused of hiring doctors' degrees and using unqualified people to participate in examining and consulting customers.

Under the guise of examination and treatment of andrology and obstetrics, the defendants are accused of intentionally "drawing diseases", exaggerating their health status, creating fear to force customers to choose high-cost treatment packages.

The investigating agency determined that at the clinic, there are often 3-4 staff members participating in counseling, pretending to exchange with each other and then providing information that patients are at risk of infertility, affecting reproductive health or suffering from serious illnesses if not treated immediately.

Notably, this group is accused of using soy milk, Acyclovir ointment and some tools to create images and expressions that resemble inflammation, thereby causing panic among patients.

Counseling is usually done immediately when the customer is examining or lying on the table performing procedures. After the customer agrees, the clinic only performs simple procedures but collects money according to many different "treatment packages". Many people have to pay tens of millions of VND for one examination and treatment.
