Difference of more than 307 million VND
On September 4, the Inspectorate of Quang Tri province said that it had just issued Inspection Conclusion No. 2288/KL-TTr on the compliance with legal regulations in medical examination and treatment, health insurance and management of drugs and medical equipment at Quang Binh General Hospital.
According to the conclusion, in the process of paying for electroacupuncture technical services, the hospital made a mistake between 2 price codes.
In 2025, the hospital performs electroacupuncture service expertise according to the equivalent code 08. 005. 0230, price 78,300 VND/turn. However, when paying, the equivalent code 08. 005. 2046 is applied, price 85,300 VND/turn, difference of 7,000 VND/turn.
With 43,248 visits, the difference is 302,736,000 VND. This amount has been appraised by the Social Insurance agency and paid to the hospital.
In the first 5 months of 2026, there were 15,961 ignition service visits, the corresponding difference was 111,727,000 VND. This amount has not been finalized and paid by the Provincial Social Insurance.
The Inspectorate also discovered a number of cases of inappropriate payment of treatment bed costs. Among them, there are cases where surgery is not performed but surgery bed prices are applied after surgery; cases where bed prices are applied after surgery are not classified correctly.
In addition, a patient was indicated for cosmetic surgery but the hospital requested the health insurance fund to pay some expenses not within the scope of payment. The total difference of these cases is 4,339,668 VND.
The Inspectorate determined that the appraisal, finalization, and payment of the old Quang Binh Provincial Social Insurance and Quang Tri Provincial Social Insurance had not detected errors in the paid amounts, leading to a payment difference of 307,705,668 VND.
The hospital has paid enough money
The Chief Inspector of Quang Tri province issued a decision to recover 307,075,668 VND. By the time of issuing the inspection conclusion, Quang Binh General Hospital had fully paid this amount into the temporary custody account of the Provincial Inspectorate.
The conclusion also pointed out some other shortcomings such as personnel records not being updated regularly; some medical records are not fully informed, lacking signatures; the update of some new regulations on expertise and health insurance payments is not timely.
In 2025, Social Insurance refused to pay 7,400,336,461 VND of health insurance medical examination and treatment costs of the hospital. The hospital has accepted the entire amount of costs refused payment by Social Insurance according to the assessment results.
The Provincial Inspectorate requested Quang Tri Provincial Social Insurance to review and draw experience for relevant collectives and individuals; and at the same time requested the hospital to review responsible collectives and individuals, strengthen the review of medical records, technical lists, drug prescriptions and payment of health insurance costs.
Regarding 111,727,000 VND difference in the first 5 months of 2026 that has not been finalized, the Provincial Inspectorate requested Quang Tri Provincial Social Insurance when finalizing health insurance medical examination and treatment costs, based on the scope of payment of the health insurance fund to refuse payment according to regulations.
