From October 16, 2025, Circular 98/2025/TT-BQP officially took effect, specifically regulating the level of health insurance (HI) benefits for groups of subjects under the management of the Ministry of National Defense. This is an important basis for ensuring health care benefits for soldiers, defense workers and their relatives.
According to Circular 98/2025, health insurance participants under Clauses 1, 2; Point c, d, Clause 3; Clause 4 and Clause 5, Article 2, when examining and treating patients according to Articles 26 and 27 of the Law on Health Insurance, will be paid by the Health Insurance Fund within the scope of benefits with the following levels:
100% of medical examination and treatment costs are within the scope prescribed in Article 10 of Decree 70/2015/ND-CP (amended and supplemented in Clause 10, Article 1 of Decree 74/2025/ND-CP). This regulation does not apply the payment rate according to points c, d, Clause 2, Article 21 of the Law on Health Insurance to the subjects specified in points a and b, Clause 3, Article 2 of Circular 98/2025.
80% of expenses within the scope of benefits are for the remaining subjects specified in Article 2 of Circular 98/2025, except for cases under Point a, Clause 1, Article 10 of the Circular.
In addition, patients are paid 100% of the cost if the cost for one medical examination and treatment is lower than 15% of the basic salary. For those who have participated in health insurance for 5 consecutive years or more, the benefits are applied according to Article 18 of Decree 188/2025.
In case a health insurance participant is also eligible for many benefits or needs to change the benefit level, the settlement will be implemented according to Article 21 of Decree 188/2025 to ensure the highest benefits.
Circular 98/2025/TT-BQP is expected to create a clear and transparent legal framework, contributing to improving the quality of health care for subjects in the armed forces, ensuring full and timely payment of medical examination and treatment costs.
