Online scams are increasingly sophisticated, posing an urgent requirement to raise awareness and skills to protect users in cyberspace.

Responding to the Prime Minister's call, Head of the National Cyber Security Steering Committee at the Vietnam Cyber Security Day 2026 Rally, Vietnam Cyber Security Electronic Magazine organized the Workshop "Creating Digital Trust - Vietnamese Enterprises Join Hands to Protect Consumers", to promote the role and responsibility of enterprises in protecting users in the digital environment.

This is the opening activity of the series of activities in response to Vietnam Cyber Security Day 2026 with the theme "For a humane cyberspace for everyone", organized by Vietnam Cyber Security Electronic Magazine under the direction of the National Cyber Security Association.

From system protection to user protection

Speaking to orient the topic "Building a people's security posture and a'Digital Shield' for the whole people in cyberspace", Colonel, Dr. Nguyen Hong Quan - Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (A05), Ministry of Public Security - emphasized that in the digital age, people are both the center of development and direct targets of cyber attacks.

Network security must therefore aim to protect the safety, privacy and interests of each person; businesses need to put users at the center, ensure data security and provide safe and reliable digital products and services.

Anyone can become a victim of online scams

At the Workshop, Mr. Ngo Minh Hieu - Director of Anti-Fraudulent Practices, member of the National Cyber Security Association - said that online fraud is becoming an "industrial sector", with the support of AI.

Cybercriminals can exploit personal data to access, impersonate authorities, banks or acquaintances, then put pressure and lure victims to seize accounts, OTP codes, data or money. Deepfake, voice-planting, images and AI help scenarios become increasingly personalized.

Mr. Hieu cited the case of a successful victim being scammed of more than 7 billion VND, thereby arguing that fraud does not exclude anyone, including those with knowledge and high social positions.

According to him, attacks all start from data. Publicizing images, personal information and relationships on social networks can help criminals use AI to create "maps" of relationships to build scam scenarios.

From there, he proposed the "Digital Fraud Map in Vietnam", based on community data according to reporting, verification, analysis, data connection, warning and prevention processes. Each report contributes to supplementing data to protect others.

The first 15 minutes when suspected of being scammed

Mr. Hieu recommends that people when suspected of being scammed should remain calm, disconnect from the Internet if the device shows signs of being controlled; contact banks to lock cards or accounts, change passwords, strengthen authentication and store evidence to report.

From a preventive perspective, Dr. Nguyen Thanh Binh - FPT IS global cybersecurity solution consultant, FPT Corporation - proposed a "people's cybersecurity exercise", simulating phishing situations like a "digital vaccine", helping users form identification and prevention reflexes.

Meanwhile, Mr. Vu Manh Kiem - Deputy Director of Platform Technology, VNPT Information Security Center - said that AI is shifting to "digital personnel" capable of self-deducting, making decisions and performing tasks. VNPT is developing AI Gateway to control input data and AI execution behavior.

Joining hands to build the "Digital Shield

Within the framework of the Conference, the units signed the program "Joining hands to build a digital shield for every home - For a safe digital future", aiming to popularize universal digital skills, develop "Make in Vietnam" network security technology and strengthen coordination between parties in protecting users in the digital environment. The Vietnam Network Security Electronic Magazine also introduced the "Code of Principles for Identifying and Preventing Online Fraud", providing knowledge and skills to help people proactively prevent scams.
