According to RT, this is part of the negotiation process that has just been restarted between the two sides after a 3-year hiatus.
Speaking at a press conference on May 27, Russian Foreign Ministry spokeswoman Maria Zakharova said that the being developed memorandum of understanding will include provisions on principles for resolving conflicts, the timing of a peace deal, and the possibility of a temporary ceasefire if both sides reach a consensus. Russia will transfer the document to Kiev immediately upon completion.
Ms. Zakharova expressed her hope that Ukraine is also conducting similar work and will submit its proposal at the same time as receiving documents from Russia.
However, she also criticized Ukrainian President Volodymyr Zelensky for his statements that "sabotage" the peace process. According to her, Mr. Zelensky is deliberately delaying the dialogue by blaming Russia for prolonging the conflict, while repeatedly demanding arms aid and strengthening sanctions against Moscow.
Ms. Zakharova said that those who truly want peace will not continue to plan to send more weapons to the conflict area or create more tensions, but instead need to create conditions for dialogues from Istanbul to develop. She also hinted that Western countries supporting Kiev are complicating the peace process with escalation.
In a related development, Mr. Zelensky made statements about the Russian delegation at the meeting in Istanbul, saying they were "weak and unprepared", and questioned the group's ability to make decisions, according to RT.
He also criticized the US - which plays an intermediary role - for lacking support, saying that it unintentionally creates an advantage for Russia. The statement was strongly opposed by US President Donald Trump, saying that Mr. Zelensky's words " merely caused more trouble" and did not bring any benefits to Ukraine.
Kremlin spokesman Dmitry Peskov said the draft would be drafted by Russia before the next round of direct talks with Ukraine. However, the time and location for this round of talks have not been determined.
