Paying young players is unreasonable
According to the inspector, the Center develops a selection plan for athletes four times a year in each quarter (quarters I, II, III, IV), for soccer with physical and technical requirements and set criteria. scored and the Department of Sports Management advised department leaders to approve the plan.
However, the athlete's recruitment profile does not contain content to evaluate the recruitment council members' satisfaction of the athlete selection criteria, and does not ensure the regulations prescribed by the Department of Culture and Sports.
In addition, the Department of Sports Management, when advising the Department's leaders to issue decisions approving admitted athletes, does not evaluate whether the application components are guaranteed according to selection regulations. This advice is not correct.
There are also some violations in the Center's Administrative Organization Department. Athletes' monthly training wages are transferred in two forms: transfer to bank account and cash receipt.
Wage transfer time fluctuates, some months from the 8th to the 15th; The month received is from the 18th to the 22nd. Meanwhile, the actual work of the coaches must be timed until the 30th or 31st of the month.
It is unreasonable for the accountant to change the wage regime right from the middle of the month, because there is no basis to calculate whether the employee has performed the correct working days according to regulations. Some athletes who have not opened a bank account are paid cash by the accounting department directly to the coach, which is not in accordance with the provisions of the 2019 Labor Code.
Let go of management so that the coach can steal money from the players

The inspector also pointed out that the laxity of inspection and supervision during the selection process and advising on approval of athletes' admission results has unintentionally created an incentive for coaches to manipulate athletes and take advantage of their authority to take over. From the above conclusions, the Inspector requested the Center to prohibit coaches from keeping ATM cards, holding ATM card passwords of athletes, and directly withdrawing money from athletes.
The Center must make payment of wages and meals to athletes who are not yet eligible to open a bank account, which must be directly signed by the athlete or directly signed by their guardian; Pay athletes' wages when there is a basis for actual timekeeping posted publicly; Arrange timekeeping for athletes' training, do not let the coach also keep timekeeping for training.
The Inspector also recommended that the Director of the Department of Culture and Sports assign the Center Director to hold a meeting to review responsibilities, handle matters according to authority and report the results to the department before September 20.
