The Vietnam Petroleum Institute (VPI) forecasts that retail prices of gasoline in the operating period this afternoon (November 27) will decrease sharply, in which E5 RON 92 gasoline may decrease by 4%, to about VND 19,006/liter, while RON 95-III gasoline is expected to decrease by about 3.8% to VND 19,759/liter.
According to VPI's gasoline price forecasting model using machine Learning technology, if the Ministry of Finance - Industry and Trade does not set aside or use the Petroleum Price Stabilization Fund, retail gasoline prices in this period may decrease by 3.8-4% compared to the previous management period.
Mr. Doan Tien Quyet - data analysis expert of VPI, said that the forecast model is built on the artificial neural network (ANN) platform combined with supervised learning algorithms. According to the calculation results, the price of E5 RON 92 gasoline may decrease by a maximum of VND 794/liter (equivalent to 4%), while RON 95-III gasoline decreases by about VND 781/liter (3.8%).
For oil products, VPI forecasts that mazut prices are likely to continue to decrease by about VND 276/kg (equivalent to 2%), down to VND 13,454/kg. Diesel and kerosene prices are expected to decrease slightly by about 0.7%, to VND19,670/liter and VND20,338/liter, respectively. VPI also predicts that the Ministry of Finance - Industry and Trade will continue not to set aside or use the Price Stabilization Fund this period.
According to the Ministry of Industry and Trade, the world petroleum market this time (from November 13, 2025 to November 19, 2025) is affected by main factors such as: OPEC+ agreed to increase oil exploitation output in December 2025 slightly similar to November; OPEC forecasts that world oil supply will meet demand in 2026; The US government reopens operations; the military conflict between Russia and Ukraine continues, including new attacks by Ukraine on Russia's energy infrastructure... The above factors have caused world oil prices in recent days to increase and decrease depending on each commodity.
According to a representative of a petroleum business, domestic petroleum prices will fluctuate according to the world petroleum situation. According to current market developments, it is forecasted that in the next price adjustment period, retail prices of gasoline may decrease sharply.
In particular, the price of RON 95-III gasoline is forecast to decrease by about 600 VND/liter; E5 RON 92-II gasoline decreases by about 580 VND/liter; Diesel oil decreases by about 970 VND/liter.
In the recent adjustment session (November 20), gasoline prices decreased simultaneously compared to the previous price management period. Of which, E5 RON 92 gasoline is priced at VND 19,807/liter (down VND 37/liter). RON 95-III gasoline is priced at VND 20,542/liter (down VND 34/liter).
Prices of oil products fluctuated in different directions. Of which, diesel 0.05S is priced at VND19,826/liter (down VND38/liter); kerosene has a new price of VND20,2288/liter (up VND353/liter); mazut 180CST 3.5S is priced at VND13,739/kg (down VND335/kg).
