HCMC sets deadline for paying severance pay to officials and civil servants

Ho Chi Minh City directs to completely resolve the payment of policies and regimes for cadres and civil servants who quit their jobs due to the streamlining of the apparatus, to be completed before August 31, 2025.

The Ho Chi Minh City People's Committee has just issued a document directing relevant departments, branches and units to urgently implement payment of regimes and policies for cadres, civil servants, public employees and workers who quit their jobs due to organizational restructuring and staff streamlining.

The implementation is based on Official Dispatch No. 6383/BNV-TCBC of the Ministry of Home Affairs on the implementation of Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat, along with the provisions of Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP of the Government).

The Ho Chi Minh City People's Committee requests departments, branches, sectors, public service units, commune-level People's Committees and related organizations to urgently review, screen, make a list and issue decisions on resignation (including early retirement, termination of employment) for subjects under their management before August 31, 2025.

The latest time to quit to enjoy policies and regimes is September 1, 2025. After this milestone, the settlement will be over.

For cases that have been issued decisions by competent authorities (decisions on early retirement, decisions on resignation) before August 1, 2025 to determine the subjects who have quit their jobs according to the roadmap until December 31, 2025, they will continue to enjoy the policies and regimes according to regulations.

The Ho Chi Minh City People's Committee emphasized that it is necessary to promptly resolve the payment of policies and regimes to the subjects, ensuring completion before August 31, 2025.

The heads of departments, branches, and the Chairmen of the People's Committees at the commune level must be responsible to the City People's Committee for resolving policies for cases of resignation due to the reorganization of the apparatus, streamlining the payroll, and restructuring to improve the quality of the staff, civil servants, and public employees.

The Ho Chi Minh City People's Committee assigned the Department of Finance to advise and submit to competent authorities to arrange funding for agencies and units to promptly pay the regime to cadres, civil servants, public employees and workers. At the same time, guide the organization of payment and settlement in accordance with regulations, ensuring completion before August 31, 2025.

The Department of Home Affairs is responsible for guiding implementation units, and at the same time summarizing difficulties and problems in the implementation process to promptly report and propose to the Ho Chi Minh City People's Committee for direction.

According to the Ho Chi Minh City People's Committee, during the process of streamlining the administrative apparatus, there have been a total of 3,867 cases of early retirement or resignation, including 447 people from the Party and mass organizations and 3,420 people from the government.
