Pickleball and badminton courts are still bustling
At the land area belonging to the Tay Nam Kim Giang project, sports field clusters appear densely. Swin Pickleball, A&C, An Binh sports complex, Eco Pick, BMC, Minh Duong Badminton... and a series of warehouse rental billboards can be mentioned.
Business activities here do not take place quietly. Many sports fields still welcome guests, while warehouses continue to stockpile goods and serve production and business.
Through investigation, many business establishments said that they do not directly own land but sign land lease contracts from landlords.
Some grassroots representatives said that the fact that the works are located on project land is an issue between the government and the land owner, and their business operations have been going on for many years.
When reporters contacted some operating sports field clusters, the answer received was quite similar: the facility "operates normally and has full electricity and water", customers can still play during the day and must book in advance because the field is often full. This shows that the power supply for business activities in the area is still maintained in other ways after the power source is said to have been cut off.
Self-finding power sources to maintain operations is a new problem
Talking to a reporter of Lao Dong Newspaper on August 26, a representative of the Economic, Infrastructure and Urban Department of Thanh Liet ward said that warehouses and service business establishments in the area were mainly formed before July 1, 2015.
The locality affirms that it does not issue permits for illegal construction works on public land, agricultural land or project land.
According to a representative of the Economic, Infrastructure and Urban Department of Thanh Liet ward, after issuing the notice, the locality has coordinated with power supply units, including Trieu Khuc Agricultural Production Service Cooperative and Ha Dong Electricity, to implement 100% power cuts for warehouses, violating facilities and households temporarily living here.
However, the power outage does not mean that activities in the area will end.
Representatives of the Economic, Infrastructure and Urban Department of Thanh Liet ward explained that many warehouse owners and sports field clusters have self-invested in rooftop solar power systems or used large-capacity generators to maintain operations.
This is one of the issues that makes management difficult.
This is a new problem arising, the ward cannot handle it thoroughly in a day or two," said the representative of this department and added that in case the facility owners equip themselves with generators or separate electrical equipment, the government cannot arbitrarily seize them if there is no decision to enforce the project or document to handle it in accordance with legal procedures.
Thorough handling, according to localities, requires complete legal documents and must be implemented according to regulations.
Thus, after the power source supplied from the official system was cut off, these facilities switched to independent plans to maintain operations. This makes the power cut measure, which was set up to force violating facilities to stop operating, unable to completely resolve the situation here.
Time to relocate all violating facilities
According to a representative of the Economic, Infrastructure and Urban Department of Thanh Liet ward, the locality has reported the existing situation in the Tay Nam Kim Giang project area to the Department of Agriculture and Environment as well as the Hanoi People's Committee.
Regarding the roadmap, representatives of the Economic, Infrastructure and Urban Department of Thanh Liet ward said that the entire project will have to be relocated in the near future, expected to be completed from the end of this year and next year.
According to the city's plan, Thanh Liet ward needs to complete site clearance and hand over clean land for the city to manage by the end of this year. However, because the locality is newly established, the volume of unfinished work is large, and priority must be given to handling many other complex hot spots, the ward is proposing to extend the handover roadmap until 2027," said a representative of the Economic, Infrastructure and Urban Department of Thanh Liet ward.
Thus, while waiting for completion of dossiers and implementation of handling steps according to regulations, factories, sports fields and business establishments are still present in the area planned for project implementation.
It is noteworthy that this is not just a story about land use for wrong purposes. The fact that a series of business establishments, warehouses and sports fields operate concentrated on one land area, in which some places have to use self-invested electricity or generators to maintain operation, also raises the issue of fire safety, firefighting and construction order management.
From a notice requesting self-dismantling, to the deadline for power cuts and the plan to complete the handling dossier, measures have been implemented by the locality. However, the reality of operations in the above area shows that to completely end the violating works that have existed for many years, the problem is not simply the issue of power or water cuts.
