Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung signed Decision No. 42/2026/QD-TTg promulgating the List of fields and greenhouse gas emission facilities subject to greenhouse gas inventory (updated).
The decision clearly states 6 areas that must be inspected for greenhouse gases, including:
1. Energy (including: Energy production industry; Energy consumption in industry, commerce, services and civil use; Coal mining; Oil and natural gas mining);
2. Transportation (energy consumption in transportation)
3. Construction (including: Energy consumption in the construction industry; Industrial processes in the production of building materials);
4. Industrial processes (including: Chemical production; Metallurgy; Electronics industry; Use of substitutes for ozone-depleting substances; Production and use of other industrial products);
5. Agriculture, forestry and land use (including: Livestock; Forestry and changes in land use; Crop production; Energy consumption in agriculture, forestry and fisheries; Other sources of emissions in agriculture);
6. Waste (including: Solid waste landfill; Solid waste treatment by biological methods; Incineration and open burning of waste; Wastewater treatment and discharge).
List of greenhouse gas emission facilities subject to greenhouse gas inventory updated in 2026:
The list of greenhouse gas emission facilities subject to greenhouse gas inventory under the Ministry of Industry and Trade includes 1,916 facilities.
The list of greenhouse gas emission facilities subject to greenhouse gas inventory under the Construction sector includes: 53 facilities in the field of transportation and 411 facilities in the field of construction.
The list of greenhouse gas emission facilities subject to greenhouse gas inventory under the Department of Agriculture and Environment has 61 facilities.
The Deputy Prime Minister requested greenhouse gas emission facilities specified above to be responsible for carrying out greenhouse gas inventory at the grassroots level according to the guidance of the Ministries: Agriculture and Environment, Industry and Trade, Construction; building and submitting greenhouse gas inventory reports of facilities according to the provisions of Decree No. 06/2022/ND-CP of the Government on greenhouse gas emission reduction and ozone layer protection amended and supplemented by Decree No. 119/2025/ND-CP and Decree No. 83/2026/ND-CP.
This decision takes effect from September 25, 2026.
