The Congress was attended by 295 official delegates, representing 20,889 party members of 54 Party cells and affiliated grassroots party committees.

Speaking at the Congress, Mr. Le Tien Chau - Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation - praised the outstanding results and achievements of the Party Committee, cadres and Party members of the City People's Committee in the past term.
Entering the period of 2025 - 2030, the city is facing a golden moment, a historic opportunity to gather all the opportunities, conditions and resources for the city to break through and rise up that many generations of leaders and people of Hai Phong have expected.
Therefore, in the coming term, the Party Committee of the City People's Committee will innovate leadership methods, strongly apply digital transformation in management, synthesize reports, and innovate Party cell activities to grasp the situation at the grassroots level. Immediately after the Congress, the City People's Committee Party Committee needs to urgently lead and direct the concretization of the goals, targets, tasks and solutions that have been decided by the Congress into annual key programs, plans and projects and the entire 5-year period, with clear products that can be counted; and qualitative values are measured by socio-economic development indicators. In addition, focusing resources on key tasks, not spreading them out; daring to think, knowing how to do, daring to take responsibility.
