3 strategic breakthroughs paving the way for Ho Chi Minh City to break through by 2030

Ho Chi Minh City - 3 strategic breakthroughs in institutions, infrastructure and human resources - is considered the "key" to paving the way for the city to make a strong breakthrough in the period of 2025 - 2030.

The information was presented by Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc in his speech at the opening session of the 1st Ho Chi Minh City Party Congress, term 2025 - 2030 on the morning of October 14.

According to Mr. Nguyen Van Duoc, in the coming period, Ho Chi Minh City will focus on removing and completely handling difficulties and long-standing problems related to projects, works and land, creating a transparent and open investment environment.

The city will propose to the Central Government to amend, supplement and effectively implement Resolution 98 of the National Assembly as an important " institutional lever" for special urban development. At the same time, Ho Chi Minh City will pilot the autonomous urban model after completing the two-level government model, aiming to increase decentralization, delegation of authority and accountability.

Regarding infrastructure, the city has identified priority for developing regional linkages through the external transportation system, connecting provinces and cities in the Southeast region and the Mekong Delta.

Ho Chi Minh City will promote investment in the urban railway system, develop seaports and airports (including plans to upgrade and expand Con Dao airport), dredge, renovate canal systems, renovate houses along canals, build new and renovate old apartments, and develop social housing.

At the same time, the city aims for a smart transportation system, green transportation, associated with environmental protection and sustainable development solutions.

Ho Chi Minh City will comprehensively innovate the education - training system, creating substantial changes in the quality of human resources. The city will develop specific mechanisms and policies to train, attract, reward and retain talents in key areas.

At the same time, it will develop an ecosystem of training - research - start-ups, forming a public service assessment system according to KPI as a basis for selecting and using cadres, meeting development requirements in the new context.

To implement the above 3 breakthroughs, the Congress's political report identified 10 key groups of tasks and solutions.

Ho Chi Minh City innovates its growth model, restructuring the economy in the direction of taking science, technology and innovation as the main driving force.

Promote digital transformation, comprehensive green transformation, develop the knowledge-based and creative economy, and participate deeply in the global value chain.

The architectural space is developed according to the multipolar - integrated - super connected thinking, mobilizing all resources to invest in a synchronous, civilized and modern infrastructure system.

Ho Chi Minh City aims to form "3 regions - 1 special zone "3 corridors - 5 pillars".

3 development regions: Binh Duong region (old) is the High-Tech Industrial Center; Ba Ria - Vung Tau region (old) develops marine economy, marine tourism, clean energy, logistics. The central area of Ho Chi Minh City (old) develops high technology, services, international finance - is the core urban area of the region.

3 development corridors: North - South corridor along Saigon River towards the sea; Eastern corridor connecting Ba Ria - Vung Tau - Can Gio; East - West corridor connecting Dong Nai - Tay Ninh through National Highway 1A and Xuyen A Street.

5 development pillars: High-tech industry; logistics associated with seaports, airports, free trade zones; Ho Chi Minh City International Financial Center; tourism and cultural industry; education, healthcare, science - technology; comprehensive development, people as the center.

In addition to economic development, Mr. Nguyen Van Duoc said that Ho Chi Minh City focuses on building a team of leaders with sufficient qualities, abilities, courage and a spirit of innovation, daring to think, daring to do, daring to make breakthroughs, daring to take responsibility for the common good - considering this a decisive factor to realize the development vision of Ho Chi Minh City in the new period.
