Politburo Member, National Assembly Chairman Tran Thanh Man signed and promulgated Resolution No. 46/2026/QH16 approving the investment policy of the National Target Program for socio-cultural, rural, ethnic and mountainous development in the period 2026 - 2035.
The specific goal by 2030 of the Program is to strive to increase the average income of rural people by 2.5 - 3 times compared to 2020, and increase the average income of ethnic minorities to 1/2 of the national average.
At the same time, strive for 100% of students in the national education system to have access to and participate in art education and cultural heritage education activities.
Regarding modernization and improvement of the quality of education and training: By 2030, build a network of public kindergartens and general schools, striving to basically meet the learning needs of students.
Step by step ensuring the minimum facilities and teaching equipment to implement the preschool education, general education and universal preschool education program for children from 3 to 5 years old, completing compulsory education by the end of secondary school.
Strive to solidify 100% of classrooms, ensure sufficient public housing for teachers in difficult areas; 30% of preschool education institutions and general education institutions have equipment to implement teaching and learning of some subjects in English, gradually making English the second language in schools.
Gradually standardize and modernize the higher education system, creating breakthroughs in developing high-level human resources and talents, promoting the development of science, technology and innovation.
Investment support aims to improve the quality and capacity of teachers, educational administrators and learners to meet the requirements of fundamental and comprehensive innovation in education and training, proactive digital transformation, innovation, international integration and comprehensive development of learners.
Regarding health care, population and development, the Resolution sets a target that by 2030, it will contribute to the implementation of the target of the percentage of communes, wards, and special zones meeting the national criteria for commune health being 90%; striving for the percentage of people having electronic health records and health management according to the life cycle to reach 100%.
Strive for the rate of disease control centers (CDCs) in provinces and cities to have sufficient capacity to test agents, antigens, and antibodies for dangerous infectious diseases, and the quality of clean water and school hygiene according to the regulations of the Ministry of Health to reach 100%.
The rate of commune, ward, and special zone health stations implementing prevention, management, and treatment of some non-communicable diseases according to the guidance of the Ministry of Health reached 100%; the rate of malnutrition and stunting in children under 5 years old decreased to below 15%; the sex ratio at birth decreased to below 109 live born boys compared to 100 live born girls.
The rate of male and female couples consulted and health checked before marriage reached 90%; 70% of pregnant women underwent prenatal screening for at least 4 of the most common congenital diseases; 90% of newborns underwent newborn screening for at least 5 of the most common congenital diseases.
