Putting aside vacation, sticking to the construction site
On September 1 and 2, at the Huu Nghi - Chi Lang expressway construction site, construction activities were maintained as usual.
Under the sun at the beginning of September, groups of workers wearing hats and boots clung to the slope to reinforce the steel frame and pour concrete to prevent landslides.
Interspersed between the sections of the route that have taken shape, some locations are still littered with materials, waiting to complete the final items.
Mr. Hoang Van Quan - a worker working on the route said that he and many colleagues stayed at the construction site during the holiday. The work was divided into shifts and positions to ensure progress and labor safety.
The project is entering the final stage, so the brothers are trying their best. Not having holidays with family also feels a little homesick, but each completed part will help the road be put into operation soon" - the male worker said.
According to the plan of the General Contractor's Management Board, the departments and construction teams at the construction site will operate normally during the two holidays.
The on-site force worked from 7:30 AM to 5:00 PM, including technical staff, surveying, quality control, safety and equipment management.
Three officials in charge of the General Contractor's Management Board, package EC01 and package EPC are assigned to directly direct. When situations arise that need to be handled or progress must be increased, on-duty personnel can be mobilized to the construction site at any time.
Mr. Tran Van Chuan - Director of the Huu Nghi - Chi Lang Project Management Board - said that maintaining construction during the holiday is to take advantage of weather conditions, compensate for the time affected by heavy rain, site problems and material supply.
According to Mr. Chuan, contractors are required to arrange appropriate manpower and equipment, focusing on construction in areas where there is already site clearance. The implementation process must ensure quality, technical and safety, and not underestimate regulations for speeding up progress.
Output reached nearly 78%
By August 25, on the 59.56km long route, site clearance had been handed over, contractors mobilized 2,466 personnel, 1,017 equipment, and deployed 114 construction teams belonging to 5 bidding packages.
The total output value of the project reached more than 6,638 billion VND out of a total contract value of more than 8,544 billion VND, equivalent to 77.7%.
In which, package EC03 reached nearly 94% of the contract value; EC02 reached more than 85%; EC04 reached nearly 69.5%; EC01 reached nearly 68% and package EPC reached nearly 53%.
The entire technical design of the route section, 38 bridges and traffic safety system has been appraised and approved.
Design documents for service roads, level crossings, toll stations, operating centers, intelligent transportation systems and lighting are also basically completed.
However, land is still a major bottleneck. The entire route still has 9 households that have not moved houses, 6 households that have not handed over land and 12 households that have received compensation but have not handed over land because they have not been arranged for resettlement.
In addition, 53 service road locations have not been cleared. IC04 intersection and rest stop in Dong Kinh ward also do not have clean ground. Some electricity, telecommunications, lighting and water supply works have not been relocated or have not ensured clearance.
The project enterprise proposed that the locality complete site clearance and relocate the remaining technical infrastructure before September 15.
The service road positions in the 27km section that have been technically opened to traffic, from Km17+420 to Km45+130, are proposed to be prioritized for handover for the contractor to complete, serving the travel and production of people.
Besides the site, the project is also under pressure due to the scarcity of construction stone, increased fuel prices and slow value-added tax refunds.
