The Party is in the hearts of the people, not just in resolutions
Taking on the task of Secretary of the 6D Party Cell from the beginning of 2025, Mr. Truong Huu Cung - a retired military officer - started his work not by reviewing records and books but by walking into each alley, knocking on each door.
People here are numerous, circumstances and perceptions are uneven. If only meeting and then deploying, it is very difficult to create consensus. The Party cell determines that it must go to the place, listen to the people first, understand what the people think, want, and then discuss how to do it," Mr. Cung shared.
According to Mr. Nguyen Quoc Tuan - Deputy Secretary of Party Cell 6D, the change from the approach has created a clear change in the relationship between the Party Cell and the people.

“Previously, some people were shy when they saw the Party Cell, because they thought about mobilizing and contributing. Now it's different. When the Party Cell truly listens, does practical things, people believe and actively coordinate. That belief is the most important foundation,” Mr. Tuan said.
The 6D Party Cell currently manages the area including 5 residential groups, more than 1,000 people, including many boarding houses and homestays interspersed with long-standing residential areas.
Right from the beginning of 2025, the Party Cell agreed on the viewpoint: Not mobilizing to collect money from the people, all activities are based on the will, internal contributions of party members and the consensus of the people. The Party Cell operates in a spirit of responsibility, transparency, and efficiency.
Listen to see clearly each circumstance, risk
Going to each alley, knocking on each house" helps the Party Cell understand each specific circumstance, from difficult households to potential unsafety points, especially the risk of fire and explosion in deep alleys and narrow alleys.

From that reality, the 6D Party Cell implemented the model "each household has at least one fire extinguisher", in the form of 50-50 support to reduce the burden on difficult families. The Party Cell coordinated with the Regional Police force to survey the entire area to prepare for the installation of security camera systems in alleys.
The clearest mark in the "listen to the people to do" approach is the story of upgrading and concretizing alley 45 Pham Cu Luong. Before construction, many households were concerned because they were worried that the roadbed was higher than the house foundation, easily causing flooding when it rained heavily.
Instead of implementing according to the initial plan, Party Cell 6D directly worked with each household, recorded opinions and exchanged them with the construction unit to adjust the roadbed elevation and supplement a drainage system suitable to reality.

Mr. Pham Ngoc Vinh - a long-time resident of alley 45 Pham Cu Luong - said that at first, people did not agree to do it because they were afraid of high roads and low houses. The Party cell went to the place, listened to each house and adjusted it to suit. After finishing, they also returned to ask people if there were any inconvenient places. Doing so, people are reassured and no longer upset.
If only stopping at the policy, alley 45 Pham Cu Luong may have become a "finished but not yet secure" project. But the approach of Party Cell 6D has gone in the opposite direction.
From people's trust to Party development from the residential movement
In parallel with maintaining security, order and improving infrastructure, the 6D Party Cell has gradually implemented contents to improve the quality of the living environment in residential areas.
Stepping into 2026, the Party Cell plans to mobilize people to hang flowers instead of placing pots in the ground during Tet to keep walkways clear; coordinate to collect garbage by the hour, limiting the situation of leaving garbage in styrofoam boxes in front of houses. These models are assigned to the Veterans Association, Women and Youth Union branches to take on, creating a spread in the community.

From specific actions, the work of creating sources and developing party members of the Party Cell has had many positive changes.In 2025, the 6D Party Cell admitted 2 young party members from the movement itself in the residential area.
As one of the newly admitted party members, Ms. Tran Thi Nhu Phuong said that she has participated in supporting the organization's activities since the COVID-19 epidemic.When she saw that the Party Cell did everything clearly, saying and doing, and being trusted by the people, she wanted to join the ranks of the Party to contribute more to the residential area.
Not only creating a source of party members, the activities of the Party Cell also contribute to adding motivation for many young people in difficult circumstances.
Mr. Do Van Quan - a young man in group 15B - shared that his family is difficult, in the past, he was also self-conscious. But with the attention and support of the Party Cell and mass organizations, he has more faith to strive. This year, Mr. Quan will register to participate in the police duty to train and contribute to the locality.

According to Secretary of Party Cell 6D Truong Huu Cung, democracy is respected but must go hand in hand with discipline. "Listening to the people and party members' opinions and criticisms, but once there is consensus, we must work together thoroughly," Mr. Cung emphasized.
For the first time, excellently completing its tasks and being recognized as a typical collective in the work of creating sources and developing party members, the 6D Party Cell did not start from great things but from a simple way of doing things: Listening to the people, doing what the people need and doing it to the end.
