On January 22, the 14th Party Congress worked all day to discuss and implement contents on personnel work of the 14th Central Committee of the Party.
The Congress elected the 14th Central Executive Committee consisting of 200 people, including 180 official Central Committee members and 20 alternate members.
According to the elected results, out of 16 members of the 13th Politburo, 10 were re-elected to the 14th Central Executive Committee.
Among them, there are 3 key leaders of the Party and State, namely: General Secretary To Lam, National Assembly Chairman Tran Thanh Man and Standing Secretary of the Secretariat Tran Cam Tu.
7 Politburo members of the XIII term re-elected to the XIV Central Committee, are: Head of the Central Organization Committee Le Minh Hung; Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Standing Vice Chairman of the National Assembly Do Van Chien; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; General Nguyen Trong Nghia, Director of the General Department of Politics of the Vietnam People's Army; Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.
According to the announced program, on the morning of January 23, the 14th Central Executive Committee of the Party held its first Conference. In the afternoon of the same day, the 14th Congress held a closing session.
The election regulations in the Party are implemented according to Decision 190/2024 of the Central Executive Committee. According to regulations, the first Central Conference will elect the Politburo, General Secretary, Secretariat, Central Inspection Committee, and Chairman of the Central Inspection Committee.
For the Politburo, the election process is regulated in 9 steps:
1. The first session of the Party Central Committee convened by the General Secretary of the previous term (re-elected or not re-elected) as a convener opens and presides over until the Presidium of the conference is elected. In case the General Secretary of the previous term cannot be a convener, the Presidium of the Congress shall appoint a convener.
2. The Presidium of the Conference of the Party Central Committee reports on the project and proposes the number of Politburo members to be elected.
3. Conference to discuss and vote on the number of Politburo members.
4. The Presidium reports on the list of comrades nominated to the Politburo by the Party Central Committee of the previous term.
5. Conducting candidacy and nomination.
6. Group meeting for discussion.
7. The Presidium summarizes the list of self-nominated and nominated people; proposes cases that are withdrawn and not withdrawn from the election list, and reports to the conference for consideration and decision.
Vote to ask for opinions from the conference for candidates, nominated at the conference (if necessary).
8. Make a list of elections, hold a meeting to vote on the number and list of elections for the Politburo.
9. Elections, ballot counting, election results announcement.
The process of electing the General Secretary includes 5 steps:
1. The Presidium shall report on the requirements and standards of the General Secretary and the expected personnel of the General Secretary introduced by the Party Central Committee of the previous term, the introduction opinions of the new Politburo, and the results of the General Secretary's personnel introduction of the congress for the conference to refer to.
2. Group meeting to discuss and conduct candidacy and nomination.
3. The Presidium summarizes the list of self-nominated and nominated people; proposes cases that are withdrawn and not withdrawn from the election list, reports to the conference for consideration and decision; takes votes to ask for opinions from the conference for candidates and nominated people at the conference (if necessary).
4. Make a list of voters, hold a meeting to vote on the number and list of voters.
5. Elections, ballot counting, election results announcement.
The process of electing the Secretariat includes 8 steps:
1. The General Secretary, on behalf of the Presidium of the Conference of the Party Central Committee, reports on the project and proposes the number of Secretariat members to be elected.
2. Conference to discuss and vote on the number of members of the Secretariat.
3. The Presidium reports on the list of comrades nominated by the Party Central Committee of the previous term to the Secretariat.
4. Conducting candidacy and nomination.
5. Group meeting for discussion.
6. The Presidium summarizes the list of self-nominated and nominated people; proposes cases that are withdrawn and not withdrawn from the election list, and reports to the conference for consideration and decision.
Taking votes to ask for opinions from the conference for self-nominated candidates, nominated at the conference (if necessary).
7. Make a list of elections, hold a meeting to vote on the number and list of elections for the Secretariat.
8. Election, vote counting, election results announcement.
The process of electing the Chairman of the Central Inspection Committee includes 5 steps.
1. The Presidium shall report on the requirements and standards for the Chairman of the Central Inspection Committee; personnel expected to be introduced by the Party Central Committee of the previous term (if any) and the introduction opinions of the new Politburo.
2. Conducting candidacy and nomination.
3. The Presidium summarizes the list of self-nominated and nominated people; proposes cases that are withdrawn and not withdrawn from the election list, and reports to the conference for consideration and decision.
Take votes to ask for opinions from the conference for cases of self-nomination, being nominated at the conference (if necessary).
4. Make a list of voters, hold a meeting to vote on the number and list of voters.
