Comrade, please tell us about the important results in inspection, supervision, and implementation of Party discipline in the term of the 13th Party Congress?
Comrade Ha Quoc Tri: In the past term, the Central Inspection Committee has implemented quite comprehensively the tasks according to regulations and focused on inspecting party members and lower-level party organizations when there are signs of violations. The results achieved are quite comprehensive in all fields. First of all, the inspection work focuses on the tasks according to the program and plan set out, contributing to fighting, preventing, and preventing violations of party organizations and party members and improving the leadership capacity and combat strength of party organizations.
Specifically, in the past term, the Central Inspection Committee focused on inspecting areas and fields prone to violations. For example, inspecting personnel work, land, construction investment, especially inspecting cases related to major cases directed by the Central Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena. Through inspection, violations of party organizations and party members have been strictly handled. However, inspection for handling is not the main purpose, but inspection is aimed at warning, warning, deterrence, and detecting inadequate mechanisms and policies in leadership and management to propose competent agencies to amend and supplement in accordance with the actual situation.
Regarding implementation, the Central Inspection Committee determined that inspection must be specially placed in specific circumstances and conditions, to focus on inspection and supervision; placed in the requirements of political tasks and Party building work in each period to carry out inspection and supervision work, as well as develop appropriate inspection and supervision programs and plans. In the past time, the Central Inspection Committee has identified inspection and supervision work as the central task of leadership and direction work. Comrade Ha Quoc Tri: I raised the question "why it is necessary to innovate the inspection and supervision work of the Party in the XIV Congress term". First of all, stemming from the practical requirement that inspection work in the past time has also been limited and inadequate. That is, inspecting many cases is still passive, that is, when there are signs of violations, inspections are carried out. Secondly, stemming from the practical requirement that in the coming time it is necessary to innovate to implement the policy of innovating the political system, meeting the requirements and tasks in the new era, the era of national rise. I emphasized the need to innovate, which is to innovate the growth model, restructure the economy, especially the Politburo issuing a series of key Resolutions such as: Resolutions on science and technology development; innovation and law enforcement; private economic development; development of the state-owned economy...etc. These are key Resolutions, stemming from which inspection work must also innovate to meet the requirements and tasks in the new situation.
First of all, innovate thinking in the Party's inspection and supervision work. Specifically, innovate thinking and awareness. Inspection and supervision work is not only focused on when detecting, that is, it must shift "from passive to proactive". That is, there is no need for cases where when issuing Directives, Resolutions, Conclusions... it is necessary to inspect and supervise regularly. Through regular supervision to proactively detect shortcomings and limitations early from the time of issuing resolutions, it is necessary to promptly supervise, rectify and overcome, not to let serious violations occur; then violations occur and then from small violations become large violations; violations of one person lead to violations of many people; from less serious violations to serious violations. This can be said to be a very fundamental change in the thinking of people conducting inspection work.
Second, methods and ways of doing things also have changes to meet, focusing on key resolutions to break through, develop, and meet development requirements in 2026 and the following years to serve double-digit growth in this term and the following tasks.
Third, the renovation of the political system to implement the 3-level government (central, provincial and commune), that is, if the actual conditions change, the inspection must also meet the requirements of the Party's leadership and direction tasks in the coming period.
Regarding specific implementations, the Central Inspection Committee determined that in the coming time, it will focus on the content of inspection in the fields of socio-economic development, especially land management, resources, personnel work, implementation of 3 levels of government (central, provincial, commune). Through inspection, how to arrange personnel? manage finance and assets after rearranging administrative units to prevent waste and negativity in implementation. At the same time, inspect contents related to resolutions, how far that implementation is, what is done well is promoted, but what is not good, difficult, and problematic, then through inspection, propose and recommend to competent authorities to have appropriate leadership and direction measures.
