Previously, on January 24, 2025, the Party Central Committee summarized the implementation of Resolution No. 18-NQ/TW of the 13th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". In particular, the Ministry of Public Security was assigned to receive additional functions and tasks from a number of other ministries and branches, including 6 state management tasks.
In Hai Phong, the City Police received 5 tasks from the Departments, branches and sectors including: State management of drug addiction treatment and post-drug addiction treatment from the Department of Labor - Invalids and Social Affairs and the Hai Phong City Youth Union; State management of criminal records and implementation of public services of Judicial Records from the Department of Justice; tasks on testing and granting road motor vehicle driving licenses from the Department of Transport; State management of safety, network information security from the Department of Information and Communications; and Ensuring aviation security from the Northern Airport and Cat Bi International Airport.
On February 28, at the conference, Hai Phong City Police received the handover of 5 state management tasks in various fields from units and departments as mentioned above.

Speaking at the handover ceremony, Vice Chairman of the City People's Committee Le Khac Nam acknowledged and highly appreciated the efforts and sense of responsibility of the units that have clearly recognized their responsibilities, proactively carried out assigned tasks in implementing the policy of streamlining the apparatus in general and transferring 5 functions and tasks under the direction of the Party and State in a concise spirit, contributing to the city's political system in implementing the policies of the Party and State on continuing to arrange and streamline the apparatus to operate effectively and efficiently, meeting the requirements of tasks in the new situation.
Vice Chairman Le Khac Nam suggested that, to ensure that the tasks after being handed over to the City Police are connected, without interruption and to ensure the rights and interests of the people, the units handing over and receiving the tasks must operate immediately, continuously, ensuring no legal gaps, without interruption, affecting the quality of public service. At the same time, in the process of transferring tasks to the City Police, it is necessary to ensure the rights and arrange and assign appropriate work to civil servants, public employees, and contract workers to stay at work with peace of mind. After handing over the tasks to the City Police, Departments, branches and sectors continue to assign officers to actively coordinate, support and share experiences with the City Police functional departments in receiving and organizing the implementation of assigned tasks; at the same time, urgently complete the handover of related tasks in accordance with the direction of the Central Government and the Chairman of the City People's Committee.
Vice Chairman of the City People's Committee Le Khac Nam also requested units to create conditions and support the City Police to be allowed to relocate their headquarters, locations, and facilities before handing them over to the City Police for temporary use to serve the people until the City Police arrange and fully equip them.
