On the morning of November 1, the National Assembly discussed a number of contents with different opinions of the draft Law on Fire Prevention, Fire Fighting and Rescue (PCCC and CNCH).
Speaking, delegate Nguyen Van Manh (Vinh Phuc) said that Clause 2, Article 39 stipulates: "Individuals who wish to participate in fire prevention, fire fighting, rescue and volunteer rescue activities must register with the police at the commune level where they reside for mobilization when required."
So, the delegate asked whether volunteers participating in fire prevention and emergency rescue have to register with the police or not?
In fact, many people volunteer to participate in rescue operations in emergency situations to save people and limit casualties when there are no authorities available.
The delegate cited the example of a young man who volunteered to save several people in a fire at a boarding house in Trung Kinh (Cau Giay, Hanoi). Some people participated in extinguishing the fire at Phu My Bridge (section belonging to Thu Duc City, Ho Chi Minh City) in August while no authorities had arrived at the scene.
Therefore, the delegate proposed to add the phrase "except for volunteer fire prevention and fighting and search and rescue in emergency situations" at the end of the above clause.
Regarding fire reporting and situations requiring rescue, delegate Nguyen Van Manh proposed considering adding a provision stipulating that the People's Committee at the commune level is responsible for informing about the list of agencies and organizations belonging to the fire prevention and rescue force, the police agency in the commune, along with hotline numbers and contact addresses so that people know and choose the nearest place to report a fire and rescue in case of need.
Concluding the discussion session, Vice Chairman of the National Assembly Tran Quang Phuong requested the National Assembly Standing Committee to direct agencies to continue reviewing regulations on fire prevention assessment at both the basic design stage and investment preparation stages regarding fire prevention principles.
Supplementing principles of applying science and technology, digital transformation in fire prevention and fighting; on fire alarms, rescue situations; methods of handling fire alarms; on fire prevention for houses and houses combined with production and business.
Research on regulations on bedroom arrangement in production and business areas must have a roadmap so that these establishments have suitable design conditions, in accordance with socio-economic capacity; regulate periodic inspection regimes, publicly on State management platforms on fire prevention and fighting in electricity installation and use.
More clearly regulate high-rise buildings, apartment buildings, and production facilities regarding electricity installation and use; responsibilities of organizations and individuals in infrastructure construction and electrical equipment installation; construction, arrangement of forces and tasks of fire prevention and fighting forces; review to ensure consistency in functions and tasks of fire prevention and fighting forces.
Research regulations on the establishment of fire prevention and fighting forces at the grassroots level in a manner that is appropriate for the Government to provide detailed regulations for each type of facility; supplement clearer regulations on handling emergency situations and search and rescue when there is no competent authority.
