Hai Phong - Preparations for the operation of the two-level government model in Hai Phong have been basically completed, ready for official operation from July 1.

Previously, according to the report of the Department of Science and Technology, the city completed the connection of the Television Conference via the specialized data transmission network to 114 communes, wards and special zones to ensure stability and smoothness. The city has completed reviewing and updating all online public services of the city based on the national database on administrative procedures; updated the entire list of administrative procedures, fee and charge information of the city on the National Database on administrative procedures; conducted testing and integration on the National Public Service Portal, ensuring the provision of 100% of the city's online public services on the National Public Service Portal in June 2025.
Units complete upgrading and updating the document processing process to comply with the 2-level government model; prepare infrastructure for backup, and store data for district and county-level agencies that will stop operations. In addition, complete the review and plan to expand the reporting information system of the City People's Committee currently operating at the City People's Committee Office, expand 3 more blocks of the City Party Committee, City People's Council, and Fatherland Front.
