At the working session between the Standing Committee of the Binh Dinh Provincial Party Committee and key officials of 58 new communes and wards after the arrangement at the commune level (May 5), Binh Dinh Provincial Party Committee Secretary Ho Quoc Dung said that from July 1, the district-level government will end its operation and officially operate the 2-level government model (province, commune).
Mr. Dung emphasized that there are only more than 20 days left - a short time to review all work, handle backlogs and problems arising before the model transfer time.

"The Standing Committee of the District Party Committee, Town Party Committee, and City Party Committee must focus on resolving the remaining work, ensuring that it must be completed by June 30. If after this time, any locality has not completed it, it must take responsibility," Mr. Dung noted.
In addition to arranging administrative agencies, Mr. Dung suggested that district-level localities urgently prepare personnel plans for the Front, mass organizations, and socio-political organizations in new communes and wards. At the same time, carefully review the arrangement of cadres, civil servants and public employees from the district level to the commune level, to ensure reasonable allocation.
In the next 5 years, the commune level will continue to reorganize in conjunction with streamlining the payroll. However, there is currently a trend of cadres applying for work transfer to central communes, near their homes, causing unbalanced personnel allocation - some places are lacking, some places have excesses nearly double the target.
"For example, Quy Nhon ward currently has 120 positions, but in the next 5 years it must be reduced to 60. Those who want to get closer to home must accept that there is competition for positions. If it is not allocated appropriately, the upcoming streamlining will be very difficult," said Mr. Dung.

The Provincial Party Secretary expressed his opinion: Cadres who accept to go far and dare to take on tasks in difficult places will be given attention in the work of mobilization and rotation. "Only when accepting to go far and accept challenges can cadres grow up," said Mr. Dung, adding that he would transfer two cadres who had worked in An Lao district and Hoai Nhon town to the province.
Secretaries and Chairmen must leave their seats if they do not do well
Mr. Ho Quoc Dung also said that the Provincial Party Committee Standing Committee has worked carefully, planning a list of 174 key officials for the new 58 communes and wards. The source of cadres from the provincial level mobilized to and from the district and commune levels is currently available.
"Comrades expected to take on the positions of Secretary and Chairman of the new commune and ward must immediately start implementing the work, do not wait for the decision before doing it," Mr. Dung suggested.
According to Mr. Dung, the new commune level will operate like a miniated provincial government. After the arrangement, all tasks will be assigned to the commune level, so each locality must proactively solve the tasks in the spirit of: "locality decides, locality does, locality is responsible".
"After merging with Gia Lai, the new province will have 135 communes and wards, so there are no provincial Secretaries or Chairmen to take care of the work on behalf of the communes. There is no such thing as asking for the opinion of the province as before," Mr. Dung emphasized.
The Provincial Party Standing Committee has assigned the Provincial People's Committee Party Committee to assess the economic scale and development potential of each commune and ward, to serve as a basis for assigning targets and organizing the evaluation of results after 1 year.
" any comrade who cannot complete his tasks must accept giving up his seats to others, both at the provincial and commune levels," Mr. Dung affirmed and said that there will be no way for the Secretary and Chairman to " sit still on the chair" for 5-7 years without being able to work.
During the operation of the new commune-level government, the tasks previously performed by the district level such as land management, granting red books, compensation, site clearance, licensing, etc. will be transferred to the commune level. Therefore, it is necessary to develop strict regulations and rules of operation to operate the apparatus smoothly.
He also requested that district-level localities conduct an inventory, classification, and list of public assets according to the instructions of the Ministry of Finance and the Provincial People's Committee, as a basis for developing a reorganization project. "Operating the new apparatus is definitely not to waste any facilities. Whoever is wasting it must be held responsible," Mr. Ho Quoc Dung directed.
