The 3rd City Party Committee Conference, term 2025 - 2030, was held to review the performance of tasks in the first quarter; directions and key tasks for the coming time.
Concluding the conference, Secretary of the City Party Committee Le Tien Chau assessed that in the first quarter of 2026, the Party Committee and the city's political system continued to maintain stability, solidarity, unity and were increasingly consolidated; leadership capacity, combat strength and operational efficiency were gradually improved. The Secretary of the City Party Committee requested Party committees at all levels to continue building the Party Committee and the entire political system of the city to be united and unified on the principle of democratic centralism, must unite to create a stable environment to aim for socio-economic growth, improve the material and spiritual life of the people. Mr. Le Tien Chau also proposed to focus on completing the Medium-term Public Investment Plan for the period 2026 - 2030. The Party Committee and City People's Committee urgently review the entire list of projects, clearly account for socio-economics, ensure the efficiency of capital use, spillover capacity, and lead growth. In addition, arrange priorities clearly, focus resources on projects to create motivation, strategic breakthroughs in infrastructure according to the City Party Congress Resolution. In which, resolutely not include in the list projects that are still spread out and wasteful, not clarifying economic efficiency, capital recovery capacity, spillover effects; not placed in general priorities.
The proposal for investment policy must be closely linked to the post-investment management and operation plan, ensuring effective exploitation and avoiding waste of public assets. The city focuses on leading and directing drastically, reviewing each project, clearly identifying obstacles, responsibilities, and progress; urgently removing bottlenecks, ensuring projects have clear changes in the second quarter, contributing to promoting the city's growth.
The city is accelerating the progress of strategic projects, especially the construction of Nam Do Son Port to expand the growth potential of industry, logistics, sea transport, and develop post-port infrastructure. "This is an urgent requirement for the future development of the city, when Dinh Vu - Cat Hai Economic Zone is gradually running out of potential and transport infrastructure is increasingly overloaded" - the City Party Secretary directed.
Regarding the Red Flamboyant Flower Festival in 2026, Secretary of the City Party Committee Le Tien Chau emphasized that this is a festival that has become a typical brand of the city. Therefore, the requirement is to strongly innovate in a youthful, modern direction, approaching the masses, suitable to the tastes of people and tourists. Activities need to be designed to be lively, creative, increase experience and interaction; promote the application of technology, digital communication, create widespread spillover effects, especially on social networking platforms. At the same time, ensure safe, civilized, economical organization but with highlights, closely linked to promoting the image of Hai Phong as dynamic and livable, making the Festival a national and international cultural and tourism event.
