Vice Chairman of the City People's Committee Le Trung Kien assigned the Department of Culture, Sports and Tourism to fully absorb the opinions of the delegates attending the meeting, complete the Project to build Hai Phong into a Music City in the period 2026 - 2030, with a vision to 2045, report to the City People's Committee to submit and request the Party Committee and City People's Committee to report to the Standing Committee of the City Party Committee on the policy of approving the Project; complete before April 5, 2026.
In which, the Vice Chairman of the City People's Committee noted to review all data and information mentioned in the Project, especially the project implementation costs, it is necessary to analyze and explain the basis for formation and propose data; study and supplement detailed data appendices. Study and supplement, clearly propose quantitative objectives in the content of the Project.
Specifically, in the period 2026 - 2030: standardize music teachers in schools at all levels; 100% of schools organize music and art activities; strive for each level of education to have 1 city-level specialized topic on music each year. Target on the number of businesses operating in the city's cultural industry by 2030. By 2030, complete the upgrading of Hai Phong Intermediate School of Culture, Arts and Tourism into a College; after 2030, form a Music Academy in Hai Phong.
The Department proposes to build Arts Talent Education and Training Centers in Hai Phong; striving for at least 50% of businesses in the area to organize arts and music activities; at least 50% of workers and laborers at businesses in economic zones to enjoy cultural, artistic, and musical programs; each year businesses in the area organize 1-2 music competitions for workers.
In the period 2026 - 2028, annually attracting at least 2-3 international art troupes performing in Hai Phong; periodically organizing at least 1 large-scale concert annually in the city. Along with that, supplement specific targets to build tea rooms and venues to organize regular art performances for artists over the years; research and supplement to the Project the content of proposing corresponding solutions to achieve the goals.
Vice Chairman of the City People's Committee Le Trung Kien assigned the Department of Education and Training, the City Police, the City Military Command, the City Labor Federation and relevant agencies, based on their functions and tasks, to proactively propose contents and activities to organize periodic art and music performances in the city in their respective sectors and fields. The Department of Science and Technology, together with the Department of Culture, Sports and Tourism, and the Department of Education and Training, should research and develop software to synthesize information, record and early detect artistic talents and aptitudes of subjects in each field in the city to support the selection, training, and fostering of musical human resources for the city.
