On October 4, the 20th Provincial Party Executive Committee of Binh Dinh held the 18th Conference to assess the socio-economic development situation, national defense and security consolidation, and political system building in the first 9 months of the year and tasks for the last 3 months of 2024.
Advice revoked 300 red books in just 6 months
At the conference, Phu My District Party Secretary Nguyen Van Dung said that in the first 9 months of the year, the district achieved 15/17 targets assigned by the province, 2 targets that were not achieved were investment attraction and local gross domestic product.
However, in the process of implementing the task, Phu My district realized that the management of land and mineral resources is facing many difficulties; the situation of land encroachment and illegal house construction is complicated in some coastal communes, especially My Thang commune.
"Up to now, there are still nearly 200 cases of illegal house construction, we have to develop a plan for enforcement in each stage," Mr. Dung said.
Mr. Dung also said that the capacity of the land management department of Phu My district is very weak, especially the Land Registration Office (LRO). Currently, the district LRO only has one director, Mr. Nong Thanh, and no deputy.
"This man (Mr. Nong Thanh - PV) was already tired from working in Hoai An district before, now he is even more tired when he returns to Phu My. Recently, according to the VLAP Project (Vietnam Land Management System Improvement and Modernization Project), he advised the District People's Committee to revoke 300 Land Use Right Certificates (red books) of people in just the first 6 months of 2024.
In response to the above situation, I chaired a meeting to review. Through inspection, many cases were found to be unnecessary for the red book to be revoked. This man told people to apply for revocation, and then the book would be reissued, but after reviewing 300 cases, no case had been reissued. This is an issue causing social unrest, the district has also asked the Department of Natural Resources and Environment (TNMT) to reconsider this director," said Mr. Dung.
Mr. Dung also recommended that the province remove the overload in the issuance of certificates at the district's Department of Natural Resources and Environment. "In the past, the issuance of certificates was the responsibility of the Land Registration Office, but according to the revised Land Law, it has been transferred to the district's Department of Natural Resources and Environment, causing this unit to fall into an overloaded state," Mr. Dung commented.
More than 8,300 cases of land encroachment were handled.
Regarding land and mineral resources issues, Mr. Le Van Tung - Director of the Department of Natural Resources and Environment of Binh Dinh province - said that the field of natural resources and environment is currently very hot.
"The issue of handling land encroachment in localities is complicated. In 2023, the Department submitted to the Provincial People's Committee to issue very specific procedures, plans, and decisions on handling land encroachment. On that basis, the province assigned localities to handle 9,500 cases in 2024.
Up to now, localities have handled 8,348 cases, the remaining cases are still stuck with the new law and have not been resolved. In the coming time, the department will continue to focus on and guide localities in handling them," said Mr. Tung.
Regarding land and mineral resource management, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that this is an issue that the locality is focusing on solving, when the Land Law has been amended.
"Over the past year, localities have been very thorough in handling land encroachment. Up to now, we have handled it quite well. Regarding the overload situation at the Department of Natural Resources and Environment of localities, the province has already grasped it. We have assigned the Department of Natural Resources and Environment and the Department of Home Affairs to propose solutions," said Mr. Pham Anh Tuan.
