On behalf of the Politburo, General Secretary and President To Lam signed and promulgated Regulation No. 214-QD/TW, dated August 18, 2026 on the functions, tasks, powers, working regime, and working relations of the Central Steering Committee for Foreign Affairs and International Integration (Steering Committee).
The regulation aims to create a basis for the organization of synchronous, unified, and effective implementation of the Party and State's guidelines, policies, laws on foreign affairs and international integration.
The regulations clearly state the functions, tasks, and powers of the Steering Committee. Accordingly, the Steering Committee advises and assists the Politburo and the Secretariat in leading and directing the organization of synchronous, unified and effective implementation of the Party and State's guidelines, policies, and laws on foreign affairs and international integration.
The Steering Committee researches, advises, and proposes to the Politburo and the Secretariat to consider and decide on guidelines and orientations on mechanisms, policies, laws, breakthrough solutions, and strategies for synchronous, unified, and effective implementation of Party foreign affairs, State diplomacy, People's foreign affairs, and international integration. Organize research on issues of theory and practice on foreign affairs and international integration to serve as a basis for advising and proposing to the Politburo and the Secretariat to plan guidelines, policies on foreign affairs and international integration.
Direct, urge, and coordinate Party committees and Party organizations at all levels in implementing the Party's resolutions and regulations and the State's laws on foreign affairs and international integration, including Resolution No. 06-NQ/TW dated May 19, 2026 of the Politburo on implementing the foreign policy of the 14th Party Congress and Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new situation; review mechanisms, policies, laws, and administrative procedures related to foreign affairs and international integration to propose and request competent agencies to consider and implement.
The regulation also specifically defines the tasks and powers of the Standing Committee of the Steering Committee, Heads of Committees, Deputy Heads of Committees, Standing Committee Members, Members, Inter-sectoral Working Committees and assisting agencies.
In which, the Party Committee of the Ministry of Foreign Affairs is the Standing Agency of the Steering Committee, with the task of regularly advising and assisting; urging and coordinating with departments, ministries, branches, and localities to implement work programs and summarize and prepare content to serve the activities of the Steering Committee.
The Steering Committee works according to the principle of democratic centralism, collective discussion, the Head of the Steering Committee concludes and directs implementation; ensuring operation in accordance with functions, tasks, and powers, not replacing the functions of agencies and organizations in the political system.
According to the working regime, the Steering Committee works according to the plan and work program, meeting periodically every 6 months; meeting unexpectedly when necessary according to the decision of the Head of the Steering Committee.
The Standing Committee of the Steering Committee meets periodically every 3 months and holds extraordinary meetings when necessary according to the decision of the Head of the Steering Committee. In necessary cases, the Standing Committee of the Steering Committee requests the opinion of the Steering Committee in writing.
During the time the Steering Committee and the Standing Committee of the Steering Committee do not meet, if there are problems arising under the authority of the Steering Committee or the Standing Committee of the Steering Committee that need to be resolved urgently and promptly, the Standing Agency shall send a document requesting opinions from the members of the Steering Committee and the Standing Committee of the Steering Committee and summarize and report to the Head of the Steering Committee for consideration and decision; at the same time, notify the results to the members of the Steering Committee or the Standing Committee of the Steering Committee.
The Steering Committee annually reports to the Politburo and the Secretariat on the results of the Steering Committee's activities; promptly advises the Politburo and the Secretariat on foreign affairs and international integration issues under the authority of the Politburo and the Secretariat according to Party regulations.
Based on this Regulation, the Steering Committee shall develop and promulgate the Working Regulations of the Steering Committee and assign specific tasks to members of the Steering Committee.
This regulation takes effect from the date of signing (August 18, 2026).
