Overseas Vietnamese are a special part of the great national unity bloc
Resolution 23 of the Politburo clearly states the guiding viewpoint that overseas Vietnamese are an inseparable part of the community of Vietnamese ethnic groups, one of the important strategic resources, contributing to enhancing national comprehensive strength; a bridge between Vietnam and the world; accompanying and directly participating in the cause of building, developing and protecting the Vietnamese Fatherland.
The work of Vietnamese people abroad plays an important role in implementing the Party's foreign policy. The Party and State have the responsibility to care for and protect the legitimate and lawful rights and interests and coordinate to ensure the security and safety of Vietnamese people abroad.
In the new period, the work of Vietnamese people abroad needs to raise the level of thinking from mobilizing, gathering, and caring to accompanying, creating mechanisms, and mobilizing resources for Vietnamese people abroad to participate more deeply in the journey of integration, construction and development of the country.
The Resolution emphasizes that overseas Vietnamese are a special part of the great national unity bloc, regardless of ethnicity, religion, origin, social status. Promoting similarities, the common goal of Vietnamese people is national consciousness, patriotism, national pride, aspiration for development, joining hands and hearts to build a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam. The Party and State always respect, are receptive, and listen to all constructive contributions, including different views but not harming national and ethnic interests. Uphold the spirit of national harmony; eliminate prejudices, put aside the past, and look towards the future.
Promoting the role of "ambassador of culture, country and people of Vietnam
The Resolution sets out the goal of building a community of overseas Vietnamese with a solid legal status, deep integration and stable development; preserving and spreading the tradition of solidarity, national cultural identity, human values, history and Vietnamese language to the younger generation and future generations of Vietnamese people; promoting the role of "cultural ambassadors, country and people of Vietnam"; strengthening the position, responsibility, and prestige in the host country, contributing to consolidating the great national unity bloc, enhancing soft power and national prestige.
Strongly arouse patriotism, aspiration to contribute and national pride; promote the role of a bridge of friendship and cooperation between Vietnam and the world and an important resource in the fields of socio-economics, culture, health, education, science, technology and innovation; contributing to spreading and connecting values, national strength with the strength of the times.
Improve synchronous and breakthrough mechanisms and policies, create a transparent and favorable environment to connect, attract and effectively promote the resources and intelligence of Vietnamese people abroad; connect the Vietnamese community abroad through a network of sustainable connecting ecosystems of experts, intellectuals, scientists, entrepreneurs, artists and the young generation of Vietnamese people globally, making practical contributions to the cause of building, developing and protecting the Vietnamese Fatherland.
Regarding tasks and solutions, the Resolution clearly states: Continue to innovate thinking, raise awareness, strengthen the Party's leadership over the work of Vietnamese people abroad; continue to improve mechanisms and policies, create favorable environments and conditions for Vietnamese people abroad to enhance their position and prestige, promote potential and strengths, actively contribute to their homeland and country; build a community of Vietnamese people abroad that is united, developed and actively oriented towards their homeland and country; effectively promote the resources of Vietnamese people abroad to serve rapid and sustainable development and protect the Fatherland; promote the role of Vietnamese people abroad in preserving the Vietnamese language, national cultural identity, strengthening ties with their homeland and country; promote the subjective role of Vietnamese people abroad in information and propaganda work; consolidate the organizational structure, strengthen coordination mechanisms and resources for Vietnamese people abroad.
