The Government has just issued Decree No. 225/2026/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Science and Technology (S&T).
The Decree clearly stipulates that the Ministry of Science and Technology is the agency of the Government, performing the function of state management of scientific research activities, technology development, innovation, high-tech development, strategic technology, development of S&T potential; intellectual property; standards and technical regulations, measurement, product and goods quality; atomic energy, radiation and nuclear safety; postal services; telecommunications; radio frequencies; digital technology industry; application of information technology; artificial intelligence; electronic transactions; national digital transformation; state management of public services under the management of the ministry in accordance with the law.
The organizational structure of the Ministry of Science and Technology includes:
1. The Post Office.
2. Department of Technology Assessment and Appraisal.
3. Department of Science and Technology.
4. Department of Social Sciences and Nature.
5. Department of Digital Economy and Digital Society.
6. Department of International Cooperation.
7. Department of Planning - Finance.
8. Legal Department.
9. Department of Organization and Personnel.
10. Ministry Office.
11. National Standards, Metrology and Quality Commission.
12. Radio and Nuclear Safety Department.
13. Central Post Office Department.
14. National Digital Transformation Authority.
15. Department of Digital Technology and Artificial Intelligence.
16. Department of Innovation.
17. Department of Startups and Technology Enterprises.
18. Intellectual Property Office.
19. Radio Frequency Department.
20. Department of Information, Statistics and Scientific Assessment.
21. Telecommunications Authority.
22. Academy of Strategy for Science and Technology.
23. VnExpress Newspaper.
24. Vietnam Journal of Science and Technology.
25. Digital Transformation Center.
The units specified in Clauses 1 to 21 of this Article are administrative organizations assisting the Minister in performing state management functions; the units specified in Clauses 22 to 25 of this Article are public non-business units serving the state management functions of the Ministry.
The Department of Radiation and Nuclear Safety is a type 1 Department. The Department of Radiation and Nuclear Safety and the National Standards, Metrology and Quality Committee are allowed to use the national emblem seal.
The Minister of Science and Technology submits to the Prime Minister for promulgation a list of other public non-business units under the ministry.
The Minister of Science and Technology stipulates the functions, tasks, powers and organizational structure of units under the ministry according to their authority.
Academy of Strategy for Science and Technology, Vietnam Science and Technology Magazine; Department of Social Sciences, Humanities and Nature, Department of Digital Economy and Society, Department of Information and Statistics, Department of Information Technology Industry, Department of Radiation and Nuclear Safety, Information Technology Center continue to perform tasks and powers according to the provisions of law until the Minister of Science and Technology issues a Decision stipulating the functions, tasks, powers and organizational structure of Academy of Strategy for Science and Technology, Vietnam Science and Technology Magazine, Department of Social Sciences and Nature, Department of Digital Economy and Digital Society, Department of Information, Statistics and Scientific Assessment, Department of Digital Technology and Artificial Intelligence, Department of Radiation and Nuclear Safety, Digital Transformation Center.
This Decree takes effect from July 1, 2026 and replaces Decree No. 55/2025/ND-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Science and Technology.
