The Ministry of Home Affairs has just sent the Ministry of Justice a dossier for appraisal of the draft Decree on the classification of administrative units.
One of the notable contents in the draft Decree is the classification standards and the method of calculating the classification scores for commune administrative units.
Accordingly, the Draft Decree stipulates that communes are divided into 3 types (types I, II, III) based on the total score of 4 groups of standards:
Population size
Communes with 20,000 or less people are allowed to calculate 15 points; over 20,000 people, for every 1,000 more people, an additional 0.5 points are allowed, but not exceeding 25 points;
Mountainous and highland communes apply the 75% rate prescribed in Point a of this Clause.
Natural area
Communes with 50 km2 or less are allowed to calculate 15 points; over 50 km2, an additional 10 km2 is allowed to calculate 0.5 points, but not exceeding 25 points.
Socio-economic development qualifications
Self-balancing local budget revenue and expenditure is calculated at 10 points.
In case the local budget revenue and expenditure cannot be balanced, if the local budget revenue is enjoyed according to decentralization compared to the total local budget balance of 40% or less, it will be calculated at 3 points; over 40%, every additional 5% will be calculated at 0.5 points, but not exceeding 8 points;
The proportion of industry, construction and services in the economic structure of 50% or less is calculated at 3 points; over 50%, for every additional 5%, an additional 0.5 point is calculated, but not exceeding 5 points;
The rate of non-agricultural labor of 50% or less is calculated at 3 points; over 50% is calculated at 0.5 points for every additional 5%, but not exceeding 5 points;
The rate of poor households according to the multidimensional poverty standard of 4.5% or more is calculated at 2 points; below 4.5%, for every 1% reduction, an additional point is calculated, but not exceeding 5 points.
The rate of people using clean water that meets the standards in communes from 70% or less is calculated at 2 points; over 70%, for every additional 5%, an additional 0.5 point is calculated, but not exceeding 5 points;
The rate of administrative procedure records processed through the entire online public service on the total number of administrative procedure records from the average of the province or city or less is calculated at 3 points, on the average of the province or city, for every additional 0.5%, an additional 0.5 points are calculated, but not exceeding 5 points.
The ratio of documents sent with digital signatures of agencies and agency leaders and sent on the network environment over the total number of documents sent by commune-level People's Committees from 70% or less is calculated at 3 points, from 70% or more, for every additional 5% of the number is calculated at 0.5 points but not exceeding 5 points.
Specific factors
Committees with 20% to 30% of the population being ethnic minorities are entitled to 2 points; over 30%, for every additional 5%, an additional 0.25 point is calculated, but not exceeding 3 points;
Having a national land border is calculated at 3 points;
The safe commune of the zone is calculated by 4 points.
