On September 9, 2025, a family living in an apartment in Tu Liem (Hanoi) submitted a petition to EVN about the unusually increased electricity bill. According to the petition, for more than a year, even during peak summer, the highest electricity bill has only fluctuated around 1,500,000 VND/month.
"On September 3, 2025, I received a notice of payment for the electricity bill for August with the amount of up to VND 5,173,783. After contacting EVN's Customer Service Center and being provided with login information to the EVNHANOI application, I could not help but be shocked to learn that the electricity consumption recorded in August 2025 was up to 1.474 kWh, an average of 4-50 kWh/day, with a peak consumption of up to 109 kWh per day.
This is an unreasonable number, because my family only has 2 adults and 1 newborn baby at home, no business, no work at home, only living normally, for more than half of August due to cool weather, so the family also does not use living room air conditioners, only occasionally turning on the bedroom air conditioners in the evening" - the petition clearly stated.
According to the petitioner, although EVN sent personnel in charge of the area to check the meter and confirmed that there were no abnormalities discovered, I think the explanation results are still not satisfactory. The staff in charge mentioned the possibility of the family using a lot of electricity or due to underground leakage, but I proactively hired an electrician to check and turned off all the electrical equipment in the house for testing, the results showed that there was absolutely no electrical leakage.
The staff in charge of the area also suggested the option of bringing meters for inspection, however, in my opinion this is not really suitable, because the electrical meters of a state-owned company issued to households have been sealed and inspected before installation, the requirement for households to bring them for inspection is both time-consuming and costly for both sides and not necessarily solving the problem.
"I think the cause may arise from the process of recording data through the electronic system, there is a possibility of certain technical errors. Up to now, I still cannot understand why my family's electricity consumption has increased so abnormally. The electricity bill of more than 5.1 million VND/month for a normal household, not doing business, not using special equipment, is too high and unreasonable.
When comparing with households in the same building, there are households that use electrical equipment continuously such as 2 computers working 24/7, or households also working at home and with larger housing areas, but the monthly electricity bill only fluctuates around 1,000,0001,500,000 VND, much lower than my family - the petition clearly stated.
The petition said that according to electricity consumption data in recent months, electricity consumption has increased significantly compared to 2024 and electricity bills in August 2025 have increased unreasonably compared to the previous 2 consecutive months. In particular, July 2025 is the peak hot season of summer 2025, and until August, there will be more than half a month of storms and rain, Hanoi weather will be cool, and the temperature will be much lower than July.
"From May 2025 to now, the equipment used in the house has not changed and the monthly electricity demand of my house depends only on the weather, so such an increase in electricity is extremely unreasonable. If we continue like this, the electricity bill that my family has to pay monthly will not only stop at VND 5,173,783 but also not just in August 2025" - the petition emphasized.
Therefore, my family respectfully requests EVN to check and review the data recording my family's electricity index for June, July, August 2025. Clearly explain the causes of the unusual increase. There is a plan to handle and adjust (if errors are detected) to ensure the rights of customers.
In response to this information, Vietnam Electricity Group said that the unit had received the customer's petition and quickly sent technical staff to inspect and detect a dangerous problem - an electric leak in the power line for the family's refrigerated water bottle.
Vietnam Electricity Group (EVN) said that customers have sent letters of thanks to the Group, Hanoi Electricity Corporation and Tu Liem Electricity Company for quickly taking action, ensuring the rights of electricity customers, and at the same time thoroughly handling dangerous power leak incidents, preventing risks of electricity insecurity for the family.
