In the draft Decree stipulating the minimum wage for employees working under labor contracts, the Ministry of Home Affairs proposed a minimum wage increase of 7.8% compared to the current level, applied from January 1, 2027.
Contributing opinions to the draft decree, the Ministry of Agriculture and Environment proposed to supplement the content of assessing the impact of the salary adjustment plan, which clarifies the impact on the payment capacity of enterprises; salary costs and related costs of employers; employment; labor market; minimum living standards of workers and their families.
Responding to this content, the Ministry of Home Affairs said that the minimum wage adjustment level (7.8%) is based on the recommendations of the National Wage Council.
When the National Wage Council recommends, the minimum wage has been calculated and determined based on the factors specified in the Labor Code.
The factors include: Minimum living standard of workers and their families; correlation between the minimum wage and the market wage; consumer price index, economic growth rate; labor supply and demand relationship; employment and unemployment; labor productivity; business affordability.
On that basis, the National Wage Council has exchanged, negotiated, agreed and agreed on an adjustment plan to recommend to the Government in Recommendation Report No. 008/BC-HDTLQG dated August 4, 2026 (an increase of 7.8%).
Also contributing opinions to the draft Decree, the Ministry of Ethnic Minorities and Religious Affairs proposed to study adjusting the minimum wage in the direction of ensuring it is closer to the minimum living standard of workers in the current socio-economic conditions;
At the same time, this Ministry also proposed to continue reviewing and assessing the impact of price fluctuations and living costs to have an appropriate adjustment roadmap; research and supplement support mechanisms or specific policies for workers working in remote, isolated, ethnic minority, and mountainous areas, contributing to stabilizing life, attracting and "keeping" workers, meeting the requirements of performing tasks in special areas.
Responding to this proposal, the Ministry of Home Affairs said that the minimum wage adjustment of 7.8% is built on the basis of the proposal of the National Wage Council in Recommendation Report No. 008/BC-HDTLQG dated August 4, 2026 sent to the Government;
The content of support mechanisms or specific policies for workers working in remote, isolated, ethnic minority, and mountainous areas is not within the scope of the decree.
