Mr. Nguyen Van An (Quang Nam) stated, the Official Document No. 5007 of the Ministry of Home Affairs regarding the improvement of the quality of competition and commendation work, in which it is mentioned: A proposal can only be used once when making a commendation proposal, a proposal that has been used when evaluating a competitive title is not allowed to be used in evaluating the form of commendation and vice versa; do not use one proposal to evaluate multiple forms of commendation.
In the case of Mr. A, in the three years of 2021, 2022, and 2023, he was evaluated as "Completed outstanding tasks" and had 3 proposals recognized, applied effectively in the scope of the grassroots level.
In 2023, the proposal had been applied to recognize the title of "Military Merit Medal at the grassroots level" 2023, then it was recognized as having an impact at the provincial level.
"Thus, in 2023, Mr. A has sufficient qualifications to be recognized as a Military Merit Medal at the provincial level, does he not?" - Mr. An inquired.
Regarding Mr. An's complaint and proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to Official Document No. 5007/BNV-TĐKT dated September 5, 2023, of the Ministry of Home Affairs regarding the improvement of the quality of competition and commendation work, was issued based on the provisions of the 2003 Law on Competition and Commendation (amended and supplemented in 2005 and 2013) and other regulatory documents detailing the implementation.
The Law on Competition and Commendation dated June 15, 2022, took effect on January 1, 2024; to date, all Decrees detailing the implementation of the Law have been fully issued.
Therefore, the evaluation and awarding of competitive titles and forms of commendation are implemented in accordance with the provisions of the Law on Competition and Commendation and the current Decrees detailing the implementation.
Article 22, Clause 1 of the Law on Competition and Commendation stipulates: "The title of Military Merit Medal of the Ministry, department, or province is awarded to individuals who meet the following standards:
a) Have outstanding achievements that are exemplary and selected from among individuals who have been awarded the title of "Military Merit Medal at the grassroots level" three times consecutively;
b) Have a proposal that has been applied effectively and has the potential for expansion within the Ministry, department, or province, or have a scientific research topic, scientific plan, scientific work, and technological work that has been appraised and applied effectively, having an impact within the Ministry, department, or province, or have strategic thinking and creativity in combat or combat support with an impact within the entire military or the entire People's Public Security Force."
According to the above regulations, in the case of Mr. A, who has been awarded the title of Military Merit Medal at the grassroots level consecutively for three years (2021, 2022, and 2023) and has a proposal that has been applied effectively and has the potential for expansion within the province, he meets the qualifications to propose the evaluation and awarding of the title of "Military Merit Medal at the provincial level."
