Accordingly, the subjects specified in Article 2 of this Decree who are working and have actually worked in an area with particularly difficult socio-economic conditions for 10 years or more, when transferring to work out of an area with particularly difficult socio-economic conditions or when retiring (or the place of work is decided by a competent authority to no longer be an area with particularly difficult socio-economic conditions), shall be entitled to a one-time allowance calculated based on the actual working time in an area with particularly difficult socio-economic conditions, paid by the agency, organization or management unit before transferring to work or when retiring (or the place of work is decided by a competent authority to no longer be an area with particularly difficult socio-economic conditions).
