Ms. Nguyen Thi Nhan (name has been changed) in Thai Nguyen said that through studying Decree 73/2024/ND-CP of 2024 of the Government, she learned that there are related regulations on implementing the bonus regime.
"So are the annual rewards for emulation fighters and advanced workers included in this bonus?" - Ms. Nhan wondered.
Regarding the reflection and recommendation of Ms. Nguyen Thi Nhan, the Ministry of Home Affairs has responded on the Electronic Information Portal.
The Government issued Decree No. 73/2024/ND-CP dated June 30, 2024 stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces, of which, Article 4 of this Decree clearly states:
Implement the bonus regime based on outstanding work achievements and annual assessment and classification results of task completion for the subjects specified in Clause 2, Article 2 of this Decree.
The bonus regime prescribed in Clause 1 of this Article is used for extraordinary rewards based on work performance and annual rewards based on the results of assessment and classification of the level of work completion of each salaried person in the agency or unit.
The head of the armed forces unit as prescribed by the Ministry of National Defense and the Ministry of Public Security; the head of the competent authority or the authority delegated to manage cadres and civil servants and the head of the public service unit are responsible for developing specific regulations to implement the bonus regime applicable to the subjects on the salary list of the agency or unit; sending them to the direct superior management agency for management, inspection and public implementation within the agency or unit.
The bonus regulations of agencies and units specified in Clause 2 of this Article must include specific contents; notably: The specific bonus level for each case, not necessarily linked to the salary level according to the salary coefficient of each person.
The annual bonus fund prescribed in this Article is outside the reward fund prescribed by the Law on Emulation and Reward, and is determined by 10% of the total salary fund (excluding allowances) according to the position, title, rank, level and military rank of the subjects in the salary list of the agency or unit.
By January 31 of the following year, if an agency or unit has not used up the year's bonus fund, it cannot transfer the source to the following year's bonus fund.
According to the Ministry of Home Affairs, the implementation of policies for cadres, civil servants and public employees in Thai Nguyen province is under the authority of the Provincial People's Committee.
Therefore, the Ministry of Home Affairs requested Ms. Nhan to contact the agency managing cadres, civil servants and public employees of Thai Nguyen province (Department of Home Affairs) for answers.
