On August 18, 2026, at the headquarters of the Ministry of Agriculture and Environment, Deputy Minister Nguyen Hoang Hiep chaired the ceremony to announce and award decisions on personnel work. Attending the ceremony were leaders and representatives of units directly under the Ministry.
According to Decision No. 3303/QD-BNNMT dated August 18, 2026, Mr. Nguyen Thuong Hien, Director of the Department of Meteorology and Hydrology, was transferred and appointed to hold the position of Director of the Department of Dyke Management and Disaster Prevention and Control from August 20, 2026. The term of office is 5 years, from the date the decision takes effect.
At the same time, according to Decision No. 3299/QD-BNNMT dated August 18, 2026, Mr. Pham Duc Luan, Director of the Department of Dyke Management and Disaster Prevention and Control, was transferred to work at the Department of Personnel Organization and appointed to hold the position of Deputy Director of the Department of Personnel Organization from August 20, 2026. The term of office is 5 years, from the date the decision takes effect.


Speaking at the ceremony, Deputy Minister Nguyen Hoang Hiep congratulated the comrades who were transferred, appointed and assigned new tasks. Regarding Mr. Nguyen Thuong Hien, the Deputy Minister assessed that the transfer and appointment to hold the position of Director of the Department of Dyke Management and Disaster Prevention and Control is suitable for professional expertise and work experience, meeting the requirements of tasks in the current situation, especially during the rainy and storm season.
The Deputy Minister also acknowledged Mr. Pham Duc Luan's contributions in the working process, especially in the field of disaster prevention and control. The transfer of Mr. Pham Duc Luan to work at the Department of Personnel Organization was carried out based on the wishes and proposals of the comrade.
Deputy Minister Nguyen Hoang Hiep requested comrades in their new positions to continue to promote their capacity, experience and sense of responsibility; quickly grasp the work, strengthen coordination with agencies and units, and successfully complete assigned tasks.
Speaking to receive their assignments, the mobilized and appointed comrades seriously received the directions of the Ministry's leaders, affirming their determination to perform their tasks well in their new positions, contributing to improving the effectiveness of advisory, direction, and administration work, especially in disaster prevention and control and response to the 2026 rainy and storm season.
