On September 22, the Ministry of National Defense issued Urgent Dispatch No. 7057/CD-BQP on proactively responding to and overcoming the consequences of floods.
Implementing Official Dispatch No. 66/CD-TTg dated September 21, 2026 of the Prime Minister on proactively responding to and overcoming the consequences of rain and floods; the Ministry of National Defense requests the General Staff to direct units to strictly maintain the duty regime, operate switchboard 112, firmly grasp the weather, meteorology, and hydrology situation; when complex situations and incidents occur, organize increased duty shifts; mobilize forces and vehicles to handle situations promptly and effectively and implement the reporting regime in accordance with regulations; ensure safety for forces participating in task implementation.
Military Regions 1, 2, 3, 4, 5, 7, 9 direct their subordinate units to review and inspect plans and response plans, ensuring the safety of barracks and warehouses.
Military Commands of provinces and cities proactively advise Party committees and local authorities to inspect and review plans and response plans suitable to reality; coordinate with departments, agencies, and branches to review and identify key natural disaster areas, areas at risk of flash floods, flooding, division, landslides, dykes, embankments, lakes, and critical dams; deploy forces and means to be prepared in key natural disaster areas; proactively evacuate households in dangerous areas to safe places, not allowing casualties due to carelessness and subjectivity; help local authorities and people respond, overcome consequences and search and rescue.
The Ministry of National Defense's telegram also clearly states that the Air Defense - Air Force Service, Brigade 18 inspect and review plans, organize forces and vehicles ready to perform search and rescue flights, and transport necessities when ordered by the Ministry.
The Signal Corps, the Military Industry - Telecommunications Group are ready to mobilize forces, materials, and equipment to ensure telecommunications supply in areas affected by floods and landslides, ensuring smooth communication; and at the same time, it is necessary to have solutions to overcome the situation of telecommunications signal loss when natural disasters occur.
The Ministry of National Defense reminds the Unmanned Vehicles Department to preside over and coordinate with military regions to mobilize unmanned aerial vehicles to support localities in surveying key areas to promptly detect cracks, areas at risk of landslides and flash floods in order to warn early and have preventive measures, relocate residents to ensure safety; proactively arrange forces and vehicles in key areas at risk of deep flooding and fragmentation to be ready to support evacuation, relocation of residents, rescue and relief when requested by localities.
Units organize the implementation and report to the Ministry of National Defense (through the Ministry's Command and the Department of Rescue and Relief, General Staff) for the Ministry to monitor and direct.
